The Opportunity
The Finance Systems Transformation Programme is a major change initiative that supports Arup’s Global Finance Vision. The programme will transform our future finance capabilities by enabling significant operational change through the worldwide implementation of Oracle Fusion ERP and EPM across Arup.
Delivering a modern cloud-based finance foundation will allow data and processes to be unified to enhance decision-making, increase efficiency and improve user experience, strengthening our organisation for the future.
The Programme will be delivered by a dedicated, collaborative, cross-functional and multi-location team working closely with our Finance team, our wider business and the implementation partner to ensure a successful outcome.
The Oracle Fusion Finance Technical Lead will play a critical role in supporting the design, build, and delivery of a large-scale Oracle Fusion implementation. This role is responsible for providing technical leadership across Oracle Fusion ERP and EPM platforms, and its supporting technology ensuring robust architecture, high-quality integrations, secure data migration, and alignment with business and functional requirements as well as best practice for deployment.
Working closely with functional leads, solution architects, business stakeholders, and implementation partners, the Technical Lead will ensure the end-to-end technical solution is scalable, secure, and fit for purpose. This is a fixed term contract role forecasted to last until June 2028.

Role Overview
Technical Programme Leadership
- Provide technical leadership for the Oracle Fusion ERP and EPM implementation, covering architecture, integrations, data migration, archiving, identity and access management, platform management, security, and environments.
- Identify and mitigate risks, manage dependencies and resolve issues across team
- Establish technical workstream structures and oversee the end-to-end delivery of Oracle Finance Fusion across multiple geographies, ensuring programme timelines, scope, and budget are met.
- Build trusted relationships between digital technology teams, key stakeholders and the broader finance services and Transformation teams. Be a trusted advisor that can translate complex technical needs to simple business language and complex business needs to technical needs.
- Support testing activities, including system integration testing and performance testing, and provide technical support during go live and hypercare.
- Oversee data migration strategy and execution, including data extraction, transformation, validation, reconciliation, and cutover planning.
- Drive Arup’s delivery of technical deliverables and RACI responsibilities.
- Ensure alignment between technical execution and business objectives.
Technical Programme Governance
- Establish technical governance structures. Chair the Programme’s Technical Design Authority and contribute to Arup’s TDA when the programme requires it.
- Co-ordination of resources to produce Key Design Decisions and Solution Option Comparisons.
- Oversee the authoring, review and approval of technical documentation deliverables to ensure the programme produces high quality, complete technical documentation which align Oracle best practices and enterprise standards.
- Lead the development and delivery of integrations between Oracle Fusion, EPM, and third-party systems using Oracle Integration Cloud (OIC), REST/SOAP APIs, and other middleware.
- Communicate status, risks, and milestones to stakeholders and leadership through programme reporting.
- Manage technical deliverables and approvals as part of gated governance
- Support security design and implementation, including roles, privileges, access controls, and compliance requirements Responsibility for platform management during programme, including environment plans and Data Migration activities
SI Partnership Management
- Manage the day-to-day relationship with the technical resources provided by the Systems Integrator, holding them accountable for deliverables, timelines, and quality standards. Escalate delivery failures or concerns, if required.
Technical Stakeholder Engagement
- Act as the primary liaison between the programme and Digital Technology teams, translating requirements into delivery plans. Building confidence in the technical solution and programme delivery.
- Work closely with legacy solution SMEs from Digital Technology’s Finance Systems Team to ensure requirements and the wider landscape impacts are fully understood and planned for.
Change and Adoption
- Collaborate with the Change team to ensure effective communication, training, and user adoption across regions when the technical solution requires this.
- Service Design, Hypercare and BAU Support Model
- Support hypercare to ensure successful service transition supported by Oracle technology and integrations
- Support the service design and transition to the new BAU support model
Quality Assurance
- Support wider workstreams with inputs into testing, defect management, release management, and cutover planning.
- Work with Arup’s Test Manager to plan for a successful System Integration Test phase, including consideration of test coverage, execution, test planning and the stand up of supporting Arup upstream/downstream test environments.
- Lead and mentor technical team members, providing guidance, quality assurance, and technical reviews.
Compliance with Data Security
- Work with internal compliance and security teams to ensure the implementation meets regulatory and data protection standards globally.
Is this role right for you?
- Proven experience of successfully delivering global Oracle Finance Fusion implementations.
- Experience working as a technical leader with finance transformation and programme teams
- Strong hands-on experience across Oracle Fusion modules (ERP and EPM) platforms, including technical architecture and integration design.
- Understanding of Fusion Data Intelligence (FDI) and Oracle Analytics Cloud (OAC)
- Expertise in Oracle Integration Cloud (OIC), REST/SOAP web services, and file-based integrations.
- Solid experience with data migration tools, approaches, and reconciliation within Oracle Fusion implementations.
- Strong knowledge of Oracle Fusion security, reporting (OTBI, BI Publisher), and technical extensions.
- Experience working in complex, multi-stream programme environments with multiple stakeholders and vendors. with an ability to challenge and drive delivery excellence.
- Strong leadership, communication, and stakeholder management skills, with the ability to engage C-level executives and cross-functional teams and an ability to translate complex technical concepts into clear, business-friendly language.
- Strong problem-solving skills with a pragmatic, delivery-focused mindset.
- Experienced in global finance transformation programmes
