The role will contribute to securing new fees for the Water and Resources Team, aiming to achieve ambitious income targets for the East Asia and APAC water business.
(1) To lead, design, and deliver large-scale MEICA solutions for major water, wastewater and waste infrastructure projects in Hong Kong, East Asia, and Southeast Asia.
(2) To drive the adoption of smart, resilient, and environmentally sustainable water and wastewater systems, aligning with government and regional strategic objectives.
(3) To mitigate operational risks, achieve compliance, and deliver measurable efficiency, sustainability, and asset renewal outcomes
The Opportunity:
- Serve as the primary technical point of contact with clients, including government departments and contractors.
- Develop and sustain high-value client partnerships, building trust and promoting Arup through technical excellence.
- Take on roles such as Bid Manager, Project Manager, and Technical Reviewer on related water MEICA projects.
- Provide technical leadership for MEICA on major water, wastewater and waste infrastructure projects, focusing on innovation and resilience.
- Oversee all phases of delivery: feasibility, concept, design, procurement, installation, testing and commissioning, handover, and performance monitoring.
- Champion the adoption of digital twins, automation, smart controls, and resource recovery across portfolio projects.
- Build and mentor the in-house MEICA team, supporting knowledge transfer, internal reviews, and technical mentoring initiatives.

Represent Arup in client meetings, discussions, negotiations, technical committees, and industry forums, enhancing external reputation and influence.

Is this role right for you?
- Bachelor Degree in Mechanical, Electrical, Chemical, Environmental Engineering, or equivalent
- Chartered Engineer (e.g. CIWEM, IMechE, IChemE, IEEE, HKIE, ICE, or equivalent)
- 20+ years' local experience leading large-scale water, wastewater and waste projects and MEICA systems
- At least 10 years of post-qualification, less experience will be considered for a lower grade
- Proven track record of delivering MEICA systems in major water / wastewater / waste projects from inception through to testing and commissioning
- Deep knowledge of Hong Kong regulatory requirements and water / wastewater / waste project procurement.
- Serve as the primary technical interface with government departments (e.g. DSD, WSD, and EPD) and major contractors, including specialist water, E&M, and civil contractors.
- Develop and sustain high-value client partnerships, strengthening Arup’s reputation and trust through technical excellence and transparent delivery.
- Stay at the forefront of the local water market, facilitating discussions and collaborations for potential project opportunities.
- Attend industry forums and external events to enhance Arup’s external reputation and influence.
- Excellent communication skills including written and interpersonal skills
