Objectives of the Position

Why does this position exist? With what permanent objectives?

  • Closely contact with E&M team and design and install most suitable equipment as BASF.

Give advice, instruction and train the plant persons to introduce plant self-maintenance.

  • Following the guidance of the site manager and relevant company policies and procedures, plan, direct, coordinate, review and control the production activities for production, quality, shipping and receiving at a location, including development of objectives and standards in the unit to ensure the total manufacturing objectives, especially monthly sales orders, are accomplished in time with quality and cost effectiveness. Additionally manage existing waste water treatment plant and new biological waste water treatment plant to communicate with JSP and authorities and endeavor to protect the environment.

Main Areas of Responsibilities and Key Activities

Act as a second deputy site manager in case both site manager and QA/Tech manager are absent at the same time except approval of management review outcome, long term investment decision, HR matter and budgeting.

(Safety and Housekeeping):

  1. According to corporate, company and statutory EHS requirements, implement the relevant safety and environment protection policies and procedures by seeking consultation from with Site manager including enforcing the observation of all company’s operations, safety, technology and housekeeping guidelines to maintain a working environment that supports work safety and production activities.
  2. Always have a look at the attitude of each employee and conduct trainings on first aid for the entire site to maintain the level of first aid knowledge as a first aider.
  3. Act as an Emergency response member. In case of emergency, lead the emergency response team on the field and report the situation to ER central team head who is site manager.
  4. Responsible for RC Code 3, 5 and 10.
  5. Lead team members regarding activities related to EHS from technology point of view as a member of RC committee.
  6. According to site policy and procedures and supervisor’s direction, adhere to safety and housekeeping practices and improve any unsafe work or equipment conditions with production team to ensure the site safety.

(General Production):

  1. Incorporate official sales forecasts or requirements from R&D for approved new/modified products into prioritized production planning, including coordination of purchasing functions, e.g. order quantities and delivery dates of all raw materials, packaging materials, and private label finished goods. Revise production schedules and priorities as result of equipment failure or operating problems. Attend monthly management team meetings to ensure the cooperation of the relevant functions. Confer with relevant functions to establish production and quality control standards, develop budget and cost control of production, including to obtain data regarding types, quantities, specifications and delivery dates of production orders. Evaluate the manufacturing of products in each production lines and assume responsibilities for product performance cost and delivery. Evaluate new product concepts for manufacturing capabilities, check budgetary limits for such products and propose any modification in plans, techniques and team organization as necessary.
  2. Develop, implement and supervise production plans and strategies, including budgets for capital expansion of operations, plant expansion, major expenditures for facilities and equipment. Chair weekly production meetings which address technical issues, problem solving and coordination among related functions. Perform daily/weekly walk-through in all the production lines to ensure early diagnosis of nay abnormalities, effective corrective actions and preventative practices.
  3. Set the procedure and monitor the implementation of purchasing and inventory control and coordinate material requirements and interplant/ production lines purchase contracts.

(Waste Management):

  1. Implement and supervise both existing waste water treatment plant and biological waste water treatment plant. In order to keep the water quality from biological waste water treatment plant, communicate with JSP and/or authorities closely. Develop budget and cost control of raw material and utilities and report and charge to JSP. Evaluate water quality of not only final waste water but also waste water after first treatment and have implementation meeting with JSP as necessary.
  2. Manage solid waste with proper handling which must be in line with the requirement of authorities. Supervise waste companies by auditing.

(Design and Installation):

Timely organize and direct the installation/ move/ remove/ improvements and modifications of equipment/ machinery by new technology to ensure the function of equipment/ machinery meet all site section needs.

As E&I Engineer, design, cost estimation, install, relocate, remove/ replace relevant electrical equipment and instrument.

Manage single investment project from design to commissioning.

Contact closely with TSS local and/or GB regional technical team in order to design and install suitable equipment.

(Planning):

According to production plans, develop maintenance plan and spare parts stocking levels and participate in drafting technical/process improvement plan to ensure the function of machinery/equipment meet all site section requirements.

(People and team management):

Plan and control the function structure and manpower requirements, headcount and budget, establish development measures and appraise the performance of the team. Direct and prioritize the workload of the team members. Train and coach the direct reports and develop the succession planning in order to improve the working efficiency, quality and professional skills of the team members. Compile and review work records to determine team productivity, quality of output and cost of service. Develop methods to continually improve results.

Education

  • University degree or equivalent

Working Experience

  • >10 years plant related experience

Technical & Professional Knowledge

  • Field knowledge/experience for instrumentation and electricity.
  • English skill

  2. 生産戦略・設備投資計画を策定し、週次会議を主催。現場巡回により異常の早期発見と対策を実施。
  3. 購買・在庫管理手順を設定し、資材の調達契約を調整。

廃棄物管理(Waste Management):

  1. 排水処理施設の運用・監督。水質管理のため当局と連携し、コスト管理を実施。
  2. 固形廃棄物の適切な処理を監督し、廃棄物業者の監査を実施。

設備設計・導入(Design and Installation):

  • 新技術を用いた設備の設置・移設・改良に関するプロジェクトに参加(単独投資プロジェクトの設計から試運転まで)
  • 国内のエンジニアリング統括チームやグローバルの技術チームとの連携。

計画(Planning):

  • 生産計画に基づき、保全計画と予備部品の在庫レベルを策定。技術・工程改善計画の立案に参加。

人材・チーム管理(People and Team Management):

  • 組織構成・人員計画・予算を管理。チームの業務優先順位を設定し、教育・育成・後継者計画を実施。
  • 作業記録を分析し、生産性・品質・コストを評価。継続的な改善を推進。

求められる資格・経験(Job Requirements)

  • 学歴:大学卒業または同等の資格
  • 経験:化学メーカーの製造工場で近しい経験を10年以上お持ちの方
  • 必要な技術・専門知識:
    • 計装および電気分野の知識・経験
    • 英語力(グローバルMTGでの自チームの取り組みの紹介/日常的なメールやチャットでのやり取りなど)
