Objectives of the Position

  • Overall Responsible for heading the Utilities, & General Facilities within the site
  • To manage the operation and care of the utilities plants and their distribution to ensure reliable and quality supply of steam,Furnace, compressed air, nitrogen, water (process and potable), demineralised water and cooling water for the plants and facilities use within the site
  • To manage and take care of the condition of the site general facilities such as non-production buildings, drainage system, sewerage system, fences, fire fighting system and utilities pipe racks and empty land spaces within the site


Main Tasks & Responsibilities

  • Ensure all environmental, health and safety rules and guidelines are being adhered to, maintain a high safety standard and a safe working environment.
  • Supervises and coordinates the activities, operations and maintenance of all UGF plants and facilities. Coordinates the ordering, receiving, storing and issuing of all the UGF direct and indirect raw materials, i.e. boiler fuel, water treatment chemical, spare parts, etc., and keep proper records of their transactions.
  • Overall responsible for the Utility Facility at the site comply with BASF & local regulation by monitoring the permits and licenses validity and responding to new requirements.
  • Maintain related licensing & qualification of competencies for departmental operation. Example: Possess of Steam Engineer Certificate Grade 1, Poisons License of poisonous chemical used, certified Environmental Professional WWTP for Biological & Physical Process recognized by authority, Poisons License Holder for the whole site (including PMA & PDP plant), Responsible Person for Natural Gas System, Diesel permit holder, etc.
  • Ensure the hazardous chemical (HCl, NaOH) unloading to the respective Storage Tanks are performed as per Work Instruction & safely.
  • Formulate training programs to ensure that the staffs receive adequate training and competencies for their respective tasks.
  • Updates and maintains UGF-relevant documents used in the department according to the IMS documentation system.
  • Initiate & close the Management of Change (MOC) on any changes or modification to Utility, WWTP & general Facility at Site.
  • Communicate to OEM vendor for specific equipment repairing & maintenance.
  • Identifies, troubleshoots and rectifies UGF operational and technical problems faced by operators / technicians in their work.
  • Carries out the program to ensure that the fire hydrant system is well maintained, routinely tested to ensure reliable performance at the critical time of need.
  • Ensures that emergency generator set performs well during TNB power failure.
  • Creates and issues Purchase Requisition for UGF materials and spare parts via the SAP Purchasing system.
  • Develop and monitor departmental Operational KPIs in order to increase the effectiveness and efficiency of operational activities.
  • Manage departmental expenses and review the costs at regular basis to ensure costs are kept to a reasonable level & within departmental budgets.
  • Review regularly Utility & Waste Water Treatment cost drivers and the cost allocations to ensure that all costs are correctly allocated and charged to respective Plants.
  • Investigate the root cause in case Boiler,Air compressors doesn’t able to perform up to the expectation.
  • Arrange & communicate to Department of Safety & Health (DOSH) Utility on Pressure Vessel & Non-Pressure Equipment installation & annual inspection.
  • Prepare the Pressure Vessel inspection by DOSH Officer once arranged.
  • Supports the implementation of ISO 9001, ISO 14001, OHSA 18001 (Integrated Management System) and Process Safety Management by practicing them accordingly to ensure full compliance with the requirements as stipulated in the system.
  • Manage the in-house Utility Facility & Demin water related improvement projects. Carry out projects on site improvement as instructed by Site Operations Manager.
  • Ensure that essential spare parts and maintenance materials are available and the inventory control is done systematically.

Job Characterization

  • Supervising a team of technician's, operators in the department or whoever else comes under his care in the company.
  • Constant communications with all levels of personnel within the BASF community as well as with people external to BASF, especially people with authority such as the government officials.
  • Frequent communication with local authority officials.
  • Interacting with suppliers & contractors and consultants in technical items and engineering fields.
  • Ensuring the smooth operation of Waste Water Treatment plant and monitoring the discharge of effluent water within the standards of local requirements.
  • Interacting & communicating with local authority officials, during plant visits.
  • Interacting with suppliers, manufacturers, contractors and consultants in technical items and engineering fields.


Requirements

  • Degree in Mechanical Engineering or any Science discipline with at least 10 years of related working experience.
  • Holding a Steam Engineer Grade 1 Certificate - At least 5 years in Boiler House operation and work experience in Utilities & General Facilities plant
  • At least 5 years managing WWTP & certified as Environmental Professional WWTP for Biological & Physical Process recognized by authority
  • At least 5 years of leading or supervisory experience.

Technical & Professional Skills

  • In depth technical knowledge on boiler operation & technology, sound skill & knowledge with associated equipment and machinery design, functions, limitations, operability, maintainability and safety features.
  • Technical know-how on pumps /blowers /valves, etc.
  • Ability to use computers for the normal management use and knowledgeable in the common software like Microsoft Excel, Microsoft Words and Microsoft PowerPoint.
  • Familiar and knowledgeable with local regulations (DOSH & DOE).
  • Good level knowledge and ability to speak, read and write in the English language.
  • In depth technical knowledge on Utility & Demin Water Treatment system, equipment functions, limitations, operability, maintainability and safety features. Or Qualified for Waste Water Treatment Biological & Physical Process competencies.
  • Responsible Person for Natural Gas System.
  • Familiar with Poisons License & as Poisons License Holder.
  • Ability to use computers for the normal management use and knowledgeable in the common software like Microsoft Excel, Microsoft Words, Microsoft PowerPoint, SAP/ SAP-PM, Lotus Notes and Adobe Acrobat Reader.
  • Familiar and experienced in ISO 9001, ISO 14001, ISO 50001 and OSHA PSM which are management standards implemented and practised by BASF.
