We are currently Senior Financial Specialist for Bloomberg’s Regulated Entities Finance team to partner with our regulated businesses. These businesses are responsible for managing Bloomberg’s broker dealers, swap execution facility (SEF) and multilateral trading facilities (MTF). The role will provide critical Regulatory and Financial guidance to the client Finance Directors for the Electronic Trading and other Regulated Enterprise businesses, as well as to the Management Team.
We’ll trust you to:
• Partner and establishing relationships with Finance teams to educate and incorporate Regulatory considerations and policy and their impact to commercial decisions of the business
• Collaborate effectively with technical teams including Controllers, Accounting Policy, Tax and Treasury to ensure technical issues affecting the business are raised, communicated, and mitigated
• Provide transparency and education to the business and Bloomberg leadership, in digestible terms and on a timely basis, to improve awareness and engagement around Regulatory issues
• Present Regulatory analysis and technical review to Boards and Governance bodies for those entities and firm leadership to qualify business impacts and inform actionable decisions
• Ensure oversight and compliance with all regulatory filings such as FOCUS & COREP
• Understand and applying regulations and regulator guidance from FINRA, SEC, FCA, CFTC, MAS, etc.
• Engage Finance Directors’ to support developing financial models, performing due diligence, creating business plans, and providing decision support to management for strategic initiatives and business expansion
• Frame and communicate Regulatory requirements, technical considerations and deadlines to Finance teams and business leaders across business initiatives and product offerings
• Oversight of the annual external audit, regulatory audits and the annual and quarterly financial statement preparation and issuance
• Manage the governance framework for key committee meetings such as regulated entity risk committees
• Ensure the documentation and maintenance of internal control policies for the various regulated entities
• Monitor the global regulatory environment to determine the impact and applicability of new or changing regulations. Ensure changes are effectively communicated and implemented by the Finance organization
• Partner with the management team for the business planning and reporting process, representing the Legal Entity view
• Prepare financial presentations for the Management Committee discussing key Regulatory impacts, performance against plan, initiatives and financial outlook
• Support management reporting packages including business performance/results and variance analysis for revenue, expense, headcount and capital in a timely and consistent manner
• Design and implementing systems, tools and reporting used in developing financial strategies and tracking Regulatory deadlines and deliverables
• Evaluate industry developments, market conditions, and economic news to determine financial, regulatory and business impact. Participate in appropriate conferences and forums to remain informed on industry and regulatory developments
You’ll need to have:
• At least 10 years of industry domain expertise in a securities broker dealer
• Deep knowledge of Fixed Income or Equities markets and products
• Series 27 Financial and Operations Principal license
• Career experience with broker dealer, exchange or other financial instrument trading firms
• Proven experience working with regulators and regulatory bodies
• Experience working with product, compliance and legal departments in the implementation of Regulatory policy
• Ability to challenge existing concepts, bring new concepts to the business and execute agreed plans
• High level of integrity and dependability with a strong sense of urgency and results orientation.
• Work requires professional written and verbal communication and strong interpersonal skills.
• Ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects.
• Strong leadership presence and negotiating skills
• Bachelors in Accounting or Finance required; MBA and / or CPA a plus, JD is useful
• Strong quantitative, financial and analytical skills
• Strong organizational skills and ability to prioritize multiple tasks
• Experience with SAP, Business Warehouse, Hyperion, Microsoft SharePoint, is useful
• Ability to recruit, retain and motivate a team
• Familiarity with the Bloomberg terminal is useful
• Team player with ability to deal with changing priorities
