This role is a part of the Operations team, providing centralized support to Business Units with a focus on the design, build, and maintenance of the ground systems, test, and launch facilities across multiple locations.
As the Senior Manager for Project & Construction Management on the Test Development Team, you will lead a team of ~10 project and construction managers in the development and ongoing ownership of schedules, budgets, risks, and project plans for Blue Origin’s test facilities. You will be responsible for delegating work assignments, providing team mentorship and guidance, and working with individuals on their career goals and growth opportunities. You will also perform as a project manager on ground system projects, requiring a wide application of project management principles and concepts plus a solid understanding of related subject areas: fluids, structures, mechanical systems, and instrumentation & control. The position offers an opportunity to work with all of Blue’s programs, including engine test facilities, launch complexes, and advanced program activities!

Responsibilities include but are not limited to:
- Lead the Project/Construction Management team in work assignment, status tracking, and auditing for improvement.
- Support team growth through performance assessments, mentorship, and discussion of growth opportunities.
- Lead project initiation by capturing requirements from other Blue teams, writing project plans, and developing baseline schedules and budgets.
- Monitor work assignments, manage change, track risks, and report at program monthly reviews for multiple projects.
- Guide the preparation, execution, and closeout of follow-up actions for Gated Reviews (e.g. SRR, PDR, CDR).
- Perform audits and continual improvement of project management tools and apply structure to how a growing organization manages multiple projects.
Minimum Qualifications:
- B.S. degree or higher in engineering, construction, business, finance, or another technical field.
- 7+ years of experience, including complex system development projects within the aerospace, high-pressure system, or similar safety-critical industry.
- Demonstrated leadership and/or mentorship of teams in a technical setting.
- Demonstrated knowledge and application of project management principles on complex, multi-disciplinary systems, including project planning, RACI, IMS, critical path, EVMS, change management, and after-action reporting.
- Demonstrated knowledge and application of construction management principles on complex, multi-disciplinary systems, including RFIs, construction contracting, and field management
- Prioritized self-starter, capable of breaking down complex problems into traceable tasks and concisely presenting project status.
- Clear communicator with experience presenting concepts to broad discipline audiences.
- Must be a U.S. citizen or national, U.S. permanent resident (current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum.
Preferred Qualifications:
- MBA, PMP, and/or Change Certification.
- Prior experience managing personnel remotely to office locations.
- Prior implementation of Earned Value Management.
- Experience with some or all the following tools: MS Project, Primavera P6, Tableau, Windchill, JIRA, JAMA, and Deltek.
- Experience with the design, build, and test of fluids and/or cryogenic systems.
