POSITION SUMMARY
The Senior Manager of Product Design for the Individual and Family Plans (IFP) business is a strategic leadership role responsible for driving profitable growth through innovative plan design and product development. Success in this role requires strong partnerships across Product Solutions, Actuarial/Pricing, Go-To-Market, Market Performance, Marketing Communications, Network, Sales/Distribution, etc. This person will serve as a subject matter expert in IFP products and plan design, translating market insights and customer feedback into actionable product design & development strategies.
JOB DESCRIPTION
This position will be responsible for managing a team of product development analysts and advisors to provide key strategic insights for local market strategy, and to deliver both strategic and operational outputs for IFP Products. The ideal candidate will ensure products meet or exceed competitive parity, comply with all regulatory requirements, and deliver superior value to customers.
DUTIES AND RESPONSIBILITIES
Strategic Leadership & Collaboration
- Serve as a subject matter expert on IFP products and plan designs.
- Participate in segment and market-level meetings to inform strategy and execution.
- Share best practices and contribute to continuous improvement in product development and customer support.
- Develops and streamlines manual processes within the team
- Ensures a robust quality program exists to deliver product materials with the highest level of accuracy. Documents generated by this team serve as product source of truth to both internal stakeholders and external customers.
ACA On-Exchange Plan Design
- Lead development of ACA-compliant plans across metallic tiers, ensuring competitive positioning and regulatory compliance.
- Identify differentiation opportunities and recommend product lifecycle roadmaps to support growth and membership targets.
- Maintain high accuracy of plan data to support filing and integration teams.
Off-Exchange Product Strategy
- Develop and execute strategies for off-exchange offerings, including supplemental and alternative products.
- Evaluate market demand, pricing, and distribution channels to maximize profitability.
- Collaborate with cross-functional teams to launch and optimize products.
Revenue Diversification
- Identify and assess new product opportunities aligned with business strategy and consumer needs.
- Conduct market and segment analysis, feasibility studies, and business case development.
- Drive cross-functional initiatives to pilot and scale innovative offerings.
Product Operations & Data Management
- Ensure timely and accurate delivery of product data via the product catalog platform.
- Manage relationships with internal IT and external vendors for catalog maintenance and enhancements.
POSITION REQUIREMENTS
- Bachelor’s degree or equivalent education.
- 8+ years of experience in product strategy, benefit design, health insurance, or related field, ideally within IFP or Small Group ACA markets.
- Proven ability to lead cross-functional teams in a matrixed environment.
- Successful track record as a people manager preferred.
- Strong understanding of ACA regulations, metallic tiers, actuarial values, and cost-sharing requirements.
- Experience with third-party vendor management preferred.
- Strategic and creative thinker with ability to think outside the box and translate strategies into actions/requirements/implementation.
- Excellent communication and presentation skills, with the ability to convey complex information to diverse audiences including senior leaders.
- Demonstrated leadership and managerial courage.
- Ability to understand and interpret State and Federal regulations, and prior experience working with legal, compliance or regulatory entities.
- Excellent organizational agility skills with a strong understanding of business processes and operations to facilitate execution of initiatives.
