The Issuer Services Technology team manages a suite of applications globally, all of which are business critical in supporting the Agency & Trust and Depositary Receipts business Operations and Front Office teams.

The Senior Program/Project Manager role will be focused on executing and leading Global Risk and Control program and underlying projects spanning across all the Issuer Services applications and the business lines we support, with a focus on Risk and Control management and supporting Chief of Staff, Issuer Tech PMO and Business Office functions. The responsibilities will also include the day-day management of the implementation of regulatory and business mandatory enterprise enhancements.

The Program Manager will report to the COO/Global Head of PMO for Issuer Services within the technology division. This role will work closely with the global technology management team, Citi Risk and Control team and various levels of stakeholders across the organization.

Key objectives of this role

  • Establish a very good understanding of Citi’s Risk and Control policies and risk appetite
  • Create, manage, and report on key milestones that make up the various Risk and Control programs and projects that Issuer Tech is delivering against.
  • Responsible for the design, implementation, and execution of risk management strategies across large-scale programs, ensuring alignment with enterprise risk frameworks and regulatory expectations.
  • Manages corrective action plans (CAPs) and remediation efforts for applications risk ratings, regulatory findings and internal audit issues, ensuring timely and sustainable closure.
  • Works with project teams executing using SAFe Agile methodologies, understands the usage of methodology and associated tools (JIRA, Big Picture etc) to plan projects and track status
  • Serves as the Risk Champion within the Issuer Tech PMO, ensuring that project deliverables, system enhancements, and process changes undergo appropriate risk and control review.
  • Champions risk-aware project delivery, embedding operational risk considerations throughout the project lifecycle, from initiation to post-implementation review.
  • Responsible for creation, monitoring, and control of project and program budgets, ensuring alignment with financial forecasts, funding approvals, and strategic objectives as directed by Issuer Tech Head of PMO
  • Prepares and delivers comprehensive budget reports to senior leadership, including analysis of run rates, cost variances, and projections, with actionable recommendations for maintaining financial discipline.
  • Tracks and reports on resource hiring and procurement processes, including vendor and contractor onboarding
  • Responsible for executive management reporting for Issuer Tech portfolio, and the preparation and delivery of supporting collateral including but not limited to the full maintenance of the project/program in Citi’s Project Management Tool and Citi’s Risk and Control Tool.
  • Interacts with Citi’s central PMO for Issuer Tech portfolio hygiene; has a good understanding of Citi’s PMO processes
  • Asses risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citi, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Ideal Candidate:

  • Advanced years of experience as a Project and Program Manager. Strong and proven practical experience in project management, which was gained through successfully managing large and complex projects.
  • Some years’ experience leading projects through Agile/Iterative methodologies.
  • Significant experience in Risk and Control domain for banking
  • Scrum Master and PMP certification strongly desired
  • Experience working in a technology division of a large banking institution desired
  • Ability to work positively with the wide range of individuals involved in program management
  • Strong leadership and management skills
  • Extremely organized
  • Advanced presentation skills
  • Ability to navigate in global, large, and complex organization
  • Strong ability to influence without authority
  • A bachelor's degree of Science in business management, administration (or any relevant degree), with proven experience in Program Management tools and techniques

Qualifications:

  • 6-10 years experience in a related technology role and subject matter expert in overall field


Education:

  • Bachelor’s/University degree or equivalent experience, potentially Masters degree
