JOB DESCRIPTION
Job Purpose/Overview:
We are seeking a seasoned business manager to support the Iberia (Spain & Portugal), Italy and Greece franchises, with additional responsibilities to support broader European Markets initiatives as required. The role is part of the Markets Europe Business Execution organization and is responsible for managing the daily operations to ensure the business can operate safely and keeps its license to trade, while supporting business strategy growth initiatives across multiple jurisdictions.
Managing local governance and control aspects will be a key component of the role. The incumbent will work closely with the Legal Entity Governance & Controls team and will report to the Head of Markets Europe Business Execution.
This position offers significant scope and regional responsibility, requiring the ability to navigate multiple regulatory environments, cultural contexts, and business priorities across Southern European markets while maintaining consistency with European-wide frameworks.
Key Responsibilities:
Leadership & Strategic Engagement
- Provide leadership and promote business ties with internal stakeholders across key businesses, regions, and support functions throughout Iberia, Italy, Greece, and broader Europe
- Act as the Markets Business Head delegate as required for the covered franchises
- Represent the Markets Business in local and regional fora/committees as required, including Country Control Committees (CCC) and Markets governance fora
Risk Management & Compliance
- Appropriately assess risk when business decisions are made, demonstrating consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgement regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency
- Establish and govern Risk and Controls processes across the business in all covered jurisdictions
- Execute local controls and investigate operational risk events across multiple countries
- Ensure compliance with local regulatory requirements in Iberia, Italy, and Greece
Audit & Regulatory Management
- Manage local Internal Audits across Iberia, Italy, and Greece
- Drive timely implementation of related Issues and Corrective Action Plans (CAPs)
- Lead responses to regulatory inquiries and external examinations
- Ensure accurate and timely production of regulatory reporting requirements
Operational Excellence & Stakeholder Management
- Address operational queries from and to the desks and act as primary point of contact for local functional partners (Compliance, Legal, Finance, etc.) across all covered markets
- Provide on-desk support and ensure effective day-to-day business operations
Governance & Controls
- Manage local governance across multiple levels:
- Desk level: Day-to-day supervision, procedures, operational oversight
- Markets level: Monthly/Quarterly business reviews, Risk and Control forums
- Country level: Representation and delivery to Country Control Committees (CCC) and other local governance bodies
- Leverage the Legal Entity Governance & Controls group to ensure consistency and scalability across jurisdictions
- Act as Business Head delegate for critical processes including Continuity of Business, Records Management, and other control and supervisory frameworks
Platform & Business Management
- Platform Management across covered territories, including:
- Financial planning and budget management
- Headcount planning and resource allocation
- Support business strategy growth initiatives across Southern Europe, leveraging the Client Management group as needed
Change & Project Management
- Pro-actively drive change management initiatives, including business and regulatory projects spanning multiple countries
- Support pan-European initiatives requiring coordination across European Legal entities and country franchises
- Manage implementation of regulatory requirements and internal framework changes
Committee & Reporting
- Prepare and deliver committee papers for local governance bodies
- Produce Management Information (MI) and reporting across covered jurisdictions
- Ensure consistency in reporting standards while respecting local requirements
PERSON SPECIFICATION
Experience, Skills and Capabilities
Required Experience
- Relevant experience in financial services, business management, risk & control, or related fields
- Experience in a business management or in-business risk & control role preferred
- Experience in and/or knowledge of Markets businesses preferred
- Proven track record of managing responsibilities across multiple countries or jurisdictions
Education
- Master's degree required (e.g. Business, Finance, Law, or related field)
- Technical & Analytical Capabilities
- Demonstrated ability to manage complex projects and processes across multiple geographies
- Strong strategic planning and presentation skills
- Experience with governance frameworks, control environments, and regulatory compliance
Communication & Interpersonal Skills
- Fluent in English (essential)
- Spanish fluency strongly preferred; Italian highly desirable
- Consistently demonstrate clear and concise written and verbal communication
- Proven ability to engage effectively with senior stakeholders and regulators
- Consistently develop and maintain effective work relationships across cultures and functions
