The BP&A Sr Manager accomplishes results through the management of professional team(s) and department(s). Integrates subject matter and industry expertise within a defined area. Contributes to standards around which others will operate. Requires in-depth understanding of how areas collectively integrate within the sub-function as well as coordinate and contribute to the objectives of the entire function. Requires basic commercial awareness. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Has responsibility for volume, quality, timeliness and delivery of end results of an area. May have responsibility for planning, budgeting and policy formulation within area of expertise. Involved in short-term planning resource planning. Full management responsibility of a team, which may include management of people, budget and planning, to include duties such as performance evaluation, compensation, hiring, disciplinary and terminations and may include budget approval.

Responsibilities:

Operations & Application Support

  • The Supply Chain Ops Sr Manager is a mid-management level position responsible for accomplishing results through individual performance, management of a team or department in an effort to provide operations support services in coordination with the Operations – Core team.
  • Manages one or more apps support teams. Identify opportunities to improve business process flows and productivity.
  • The overall objective of this role is to ensure the seamless delivery of operations support services in alignment with Citi operations support infrastructure and processes.
  • Provides technical oversight across systems and applications; leverage skills across multiple apps support areas.
  • Provide a holistic view of the production environment for both technology and business management, working closely as a trusted partner for senior business heads.
  • Performs controlled resolution of incidents and problems including prioritization and escalation to relevant groups when appropriate, root cause analysis of all problems with follow-through to resolution.
  • Champion stability initiatives to enable application high availability for Business-As-Usual which includes better monitoring, failover and resiliency.
  • Ability to handle incidents, problems and change at a global enterprise level. Calm and analytical when faced with major incidents on critical systems.

Strategic Sourcing & Procurement

  • Lead and drive strategic sourcing initiatives across procurement categories, ensuring alignment with organizational goals, cost optimization targets, and supplier performance benchmarks.
  • Conduct comprehensive spend analysis across business units to identify savings opportunities, consolidation potential, and areas of maverick spend; present findings and recommendations to senior leadership.
  • Oversee supplier onboarding processes end-to-end, including due diligence, risk assessment, compliance validation, system registration, and integration into procurement workflows.
  • Manage and optimize Source-to-Pay (S2P) solutions, ensuring seamless process flows from requisition through payment, and driving adoption across the enterprise.
  • Leverage platforms such as GEP Smart, Oracle EBS, or Oracle Fusion to manage procurement operations, reporting, and supplier collaboration; drive continuous improvement in platform utilization.
  • Provide expertise in Oracle EBS 12X modules including AP (Accounts Payable), GL (General Ledger), FA (Fixed Assets), and PR/PO (Purchase Requisition/Purchase Order).
  • Manage Procure-to-Pay (P2P) functional support for large enterprise environments, ensuring operational continuity and process compliance.
  • Exposure to Taxation and all Tax-related setups in Oracle EBS, ensuring compliance with local and global tax regulations.

Application Integration & Technology Management

  • Manage and oversee integration between multiple enterprise applications (e.g., Oracle EBS, GEP Smart, third-party procurement tools, financial systems), ensuring data integrity, seamless interoperability, and minimal disruption to business operations.
  • Collaborate with architecture and development teams to design, implement, and maintain robust integration frameworks and APIs across the application landscape.
  • Provide guidance on feedback reviews with development managers, ensuring outstanding issues are tracked to closure, particularly long-term strategic fixes.
  • Consults with the primary clients of the application in conjunction with development managers in order to understand the strategic objectives of users.
  • Contributes to formulation of strategies for apps support and other functional areas.

GenAI & Innovation

  • Leverage Generative AI (GenAI) tools and platforms to identify, analyze, and resolve operational issues and business problems across the organization.
  • Drive the adoption of GenAI-powered solutions for process automation, intelligent document processing, spend analytics, supplier risk assessment, and decision support.
  • Evaluate and pilot emerging AI/ML technologies to enhance procurement and supply chain operations, presenting business cases and ROI analysis to senior stakeholders.
  • Collaborate with technology and data science teams to embed GenAI capabilities into existing workflows and applications.

Change Management & End-to-End Implementations

  • Lead end-to-end implementation of Change Requests (CRs), from requirements gathering and impact assessment through development, testing, deployment, and post-implementation review.
  • Drive change management strategies and frameworks to ensure smooth adoption of new systems, processes, and technologies across the organization.
  • Develop and execute communication plans, training programs, and stakeholder engagement strategies to support organizational change initiatives.
  • Assess and manage risks associated with change, ensuring appropriate controls and rollback plans are in place.
  • Collaborate with cross-functional teams for the successful completion of major projects, resulting in increased efficiency and client satisfaction.

Regulatory & Compliance Management

  • Monitor and respond to regulatory changes impacting procurement, finance, and supply chain operations; assess impact on existing systems and processes and drive necessary adaptations.
  • Ensure all applications and processes remain compliant with applicable laws, rules, and regulations, including audit requirements and internal policy frameworks.
  • Requires awareness of audit and compliance related issues; escalate and manage control issues with transparency.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices.

People Management

  • Lead, mentor, and develop a high-performing team of application support professionals, fostering a culture of accountability, continuous learning, and operational excellence.
  • Focus on people development, evaluating subordinates' performance and making decisions on pay increases, hiring, terminations and other personnel actions; deputize for the regional support manager.
  • Conduct regular performance reviews, set clear objectives, and provide constructive feedback to team members.
  • Identify skill gaps and develop targeted training and development plans to build team capability.
  • Manage resource planning, workload distribution, and capacity planning to ensure optimal team performance.
  • Responsible for delivery of end results and shares responsibility for budget management which directly impacts the apps support area; accountable for resource planning.

Communication Management

  • Exhibits sound and comprehensive communication and diplomacy skills to exchange complex information with inherent confidence with operations and technology partners on a regional or global basis.
  • Develop and maintain structured communication frameworks to ensure timely, accurate, and consistent information flow across teams, stakeholders, and leadership.
  • Prepare and present executive-level reports, dashboards, and briefings on operational performance, project status, and strategic initiatives.
  • Facilitate effective team meetings, cross-functional workshops, and governance forums.
  • Consistently demonstrates clear and concise written and verbal communication skills.

Stakeholder Management

  • Cultivate strong relationships with key stakeholders, including customers, vendors, regulators, and community leaders to promote collaboration and long-term success.
  • Serve as the primary point of contact for senior business heads, technology partners, and external vendors on matters related to application support and procurement operations.
  • Manage customer satisfaction requirements of operational procedures to achieve a suitable outcome for all stakeholders.
  • Proactively identify and address stakeholder concerns, managing expectations and resolving conflicts in a timely and professional manner.
  • Collaborate with senior management to develop strategic initiatives and long-term goals.
  • Effectively share information with other support team members and with other technology teams.
  • Performs other duties and functions as assigned.

Qualifications

  • 10–14 years' experience in a P2P Application development/support role would be an added advantage.
  • Proven experience in Oracle EBS 12X and/or Oracle Fusion, with deep functional knowledge of AP, GL, FA, and PR/PO modules.
  • Experience in handling Oracle P2P functional support for a large enterprise.
  • Exposure to Taxation and all Tax-related setups in Oracle EBS is preferred.
  • Hands-on experience with S2P solutions such as GEP Smart, Oracle Procurement Cloud, or equivalent enterprise procurement platforms.
  • Demonstrated experience in strategic sourcing, spend analysis, and supplier onboarding within a large, complex organization.
  • Experience managing integration between multiple enterprise applications, including ERP, procurement, and financial systems.
  • Practical experience leveraging GenAI tools to solve business and operational problems; familiarity with AI-powered analytics, automation, or decision-support platforms is a strong advantage.
  • Proven track record of leading end-to-end Change Request implementations and driving change management initiatives.
  • Experience managing regulatory change impacts on systems and processes.
  • Strong people management experience, including performance management, hiring, and team development.
  • Highly assertive communication skills, commanding personality. Ability to engage a large audience and lead the discussion with clear, articulate, and highly assertive communication. Must show confidence in all communications.
  • Demonstrated stakeholder management skills, with the ability to influence and engage senior leadership and cross-functional teams.
  • Ability to plan and organize workload effectively.
  • Ability to communicate appropriately to relevant stakeholders at all levels.

Education

  • Bachelor's/University degree required; Master's degree preferred.
  • CA (Chartered Accountant) qualification is also preferred.
