Job Description:

Reporting to Senior Vice President and Chief Risk Officer, Canadian Banking, Wealth and Insurance, the Vice President & Chief Risk Office (CRO), TD Insurance Risk Management plays a critical leadership role as part of the Insurance Leadership Team (ISEC) in defining and executing the insurance risk management strategy within TD Insurance (TDI). This executive will be responsible for ensuring that an effective risk culture, framework, and governance structure is in place to support TDI’s business segments and legal entities.

Serving as a key liaison between the business, the TDI Board, the TD Board (as required), Federal Regulators and the Risk Management function, this role provides independent oversight of insurance, operational, and reputational risks. The CRO will lead and direct the TDI Risk Management function to align with TD’s Enterprise Risk Management Framework.

This position requires a seasoned professional with insurance industry knowledge, actuarial and financial acumen, risk management experience, all combined with strong leadership capabilities to drive strategic risk initiatives and ensure regulatory compliance.

Key Responsibilities

Strategic Leadership & Risk Oversight

  • Define, establish and uphold TD’s Insurance Risk Appetite and TDI’s segment-specific Risk Appetite, ensuring alignment with business objectives.

  • Oversee independent 2nd line of defense activities for insurance, operational, and reputational risk across TDI.

  • Partner with all control partners to support effective challenge and oversight of all risks, including compliance, financial crimes (AML), fraud and insider risk.

  • Provide strategic recommendations to maximize return within the defined risk appetite, balancing risk and reward.

  • Lead and execute a strong risk culture across the organization, fostering accountability and adherence to TD’s Risk Guiding Principles.

Governance & Regulatory Compliance

  • Act as the primary interface for governance functions, ensuring effective engagement with senior management of TD Insurance.

  • Ensure compliance with regulatory requirements, including oversight of the Own Risk Solvency Assessment (ORSA) process and associated capital requirements.

  • Ensure the Appointed Actuaries fully discharge their regulatory responsibilities in compliance with risk policies.

  • Lead management reporting and support Board-level risk reporting for TD and TDI.

Actuarial & Financial Risk Management

  • Provide timely and actionable assessments of insurance profitability, underwriting trends, and future risk forecasts.

  • Oversee policy liabilities valuation and the TDI forecasting process in collaboration with Corporate Actuarial teams.

  • Define and manage the target capital requirements for each insurance-assuming entity.

  • Ensure robust documentation and oversight of risk and control frameworks to meet evolving regulatory expectations.

Operational Efficiency & Risk Mitigation

  • Develop and implement strategies for prudent expense management while maintaining risk integrity.

  • Provide leadership in reinsurance program structures and risk transfer mechanisms.

  • Own and maintain the TDI Risk Appetite Statement, ensuring independent assessment of material credit, operational, and reputational risks.

Qualifications & Experience

  • Extensive leadership experience in risk management, insurance, and finance and/or actuarial functions within a large financial institution or insurance organization.

  • Strong expertise in insurance risk, financial risk assessment, and regulatory frameworks governing insurance entities.

  • Demonstrated ability to influence Board-level discussions and lead high-impact governance initiatives.

  • Experience overseeing capital and solvency assessments, including ORSA and actuarial risk forecasting.

  • Ability to foster a high-performance risk culture, ensuring strategic alignment with business objectives.

  • Strong financial acumen, with expertise in risk-adjusted return analysis and insurance profitability assessment.

  • Proven track record of leading risk transformation efforts and enhancing risk oversight within a complex regulatory environment.
