Position Summary
Our Deloitte Finance Transformation team practices to help chief financial officers, controllers, and finance teams define and execute their finance and global business services agendas and strategies. You will work with leading-class teams and solutions, helping clients navigate challenging environments, market uncertainty, technology development, and regulatory considerations to unlock value. Your work may span strategy, operations, process design, and technology as we partner with clients to transform finance.
Work You’ll Do
The Government & Public Services (GPS) Finance Transformation Business Finance Manager is a strategic partner and change agent, responsible for leading finance operations and transformation for Deloitte’s GPS practice. This role focuses on driving financial excellence, optimizing operational efficiency, and enabling digital finance transformation for our Intel client. You’ll partner closely with GPS practice leadership, contributing to both daily operations and strategic initiatives to ensure long-term financial and regulatory success. This role will engage directly with executive clients, manage cross-functional projects, and lead teams from diverse backgrounds to drive collaborative initiatives forward.
- Strategic Financial Management: Advise practice leaders on financial matters including planning, forecasting, budgeting, and long-term financial initiatives. Partner to develop and implement creative ideas for performance improvement, such as revenue predictability and profitability enhancement.
- Transformation Leadership: Lead or support transformation projects—including digital finance strategy, process redesign, technology implementations, and cloud-based budgeting/finance systems. Facilitate alignment and readiness for change.
- Financial Operations: Oversee and refine critical finance processes, including pricing, accounts payable, revenue recognition, forecasting, and government regulatory filings. Ensure accuracy of financial data in general and project ledgers; manage reporting at weekly, periodic, and annual intervals.
- Business Partnering: Collaborate with cross-functional leaders in advisory, consulting, and enabling areas to deliver compliant, effective financial management.
- Continuous Improvement: Help embed new technologies and transformation know-how to drive ongoing operational advantage.
- Team Leadership & Development: Mentor team members across the GPS Operational Excellence organization, fostering a culture of integrity, inclusivity, and innovation.

Our Business Finance offering enables finance to drive strategic value through transformation and synchronization of planning, costing, budgeting and forecasting across finance and other functions. Using advanced, scalable data and tech platforms, we also generate actionable insights and analytics, streamline decision making and enable data driven profitable growth. Manages risk and opportunities associated with diverse and complex grant programs through end-to-end grants management solutions.
Qualifications
Required:
- Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
- Active TS/SCI with Polygraph security clearance.
- Ability to work on-site at our client in Chantilly, VA 100% of the time.
- Ability to travel 25%, on average, based on the work you do and the clients and industries/sectors you serve
- 4+ years of progressive experience in business finance, financial planning & analysis, accounting, or FP&A roles.
- Results-driven with 4+ years of proven expertise in a diverse range of commercial finance, project management, risk assessments, and process/policy reviews.
- 4+ years of proven experience in business finance, financial planning & analysis, and transformation project leadership—preferably in government or public services sectors.
- Deep understanding of digital finance strategy, government budget/performance management, and enterprise service transformation.
- Skilled in cloud-based finance systems, advanced analytics, and regulatory compliance for government engagements.
- Exceptional communication, change management, and stakeholder engagement capabilities.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $137,700 to $229,500.
You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
