Role Summary:

The focus of the role is implementing and executing the global Environment, Health & Safety and operational security standards to ensure employee safety, security, asset protection and leading risk management practices in line with the vision and strategy set by the Global Head of Corporate Security. The Corporate Security Environment, Health & Safety and Security Operations Lead (Philippines) will develop strong relationships within the business, infrastructure and country management teams to achieve a trusted advisor status. This role will drive operational excellence of the Environment, Health & Safety function, guarding service, Philippines Security Control Room, Corporate Security risk and security survey programs by developing standards based on best practices and ensuring robust execution by the vendor service delivery teams through close oversight and management as appropriate.

Your key responsibilities

Environment, Health and Safety:

The candidate will be responsible for EHS programs and process at sites in their region, while working closely with Regional EHS Leader. Provide leadership and technical support to ensure compliance with applicable DB and regulatory requirements, while minimizing the risk of potential adverse EHS events, but not limited to:

  • Responsible for leading all related EHS activities to support DB Group Philippines.
  • Leads and participates in EHS inspections and audits. Presents performance findings to management and prepares applicable reports. Follow- up on any corrective action plans
  • Liaise with Safety Officers and any EHS champions/officers to ensure the full range of their duties and responsibilities are adhere too.
  • Issue a monthly EHS performance report on EHS activities within the country.
  • Acts as the Health and Safety Committee secretary for DKS, DBM & DWS (DB Group).
  • Manage and ensure compliance of DB EHS data management requirements; including periodic maintenance, reporting and verification of accuracy of data entered into the system and incident investigation reports.
  • Engage relevant stakeholders and follow trends in the development of the EHS management system, identify and roll-out opportunities to further improve country EHS management system.
  • Develops and deploys EHS policies / KODs with training and communications in accordance with DB and regulatory requirements. Partners with stakeholders to improve the EHS culture, awareness & accountability.
  • Evaluate risk associated with business opportunities and contractual obligations.
  • Supports incident investigation activities, root cause analysis, corrective action identification and closure.
  • Implements environmental management processes, to include chemicals, wastes, and pollution prevention.
  • Where required, coordinates industrial hygiene programs, exposure assessments, and works closely with the local management teams to assure implementation of medical surveillance requirements.
  • Implements EHS risk review and contractor/vendor management processes.
  • Implement EHS tasks pertaining to Cafeteria operations.
  • Serves as liaison with third-party vendors and regulatory agencies.
  • Maintain HS Legal register for the country.
  • Also ensure compliance on the following tasks:
  • Initiate and supervise training for employees eg. Wardens /first aiders etc.
  • DO198-18: Conduct 8 hr. mandatory training for new joiners.
  • Ensure adherence to the training KOD.
  • OSHS Rule 1047: Conduct HS committee meetings monthly
  • Annual Work Accident/ Illness Exposure Data Report (AEDR)
  • Report on Health and Safety Organization
  • Employer's Work Accident/ Illness Report
  • Annual Medical Report
  • Registration of Establishment
  • Conduct of work environment measurement (WEM)
  • Manage DOLE inspections and ensure renewal of fire certificates for DB group.
  • Manage Pollution Control officer related responsibilities.
  • RA 8749 (Clean Air Act): Submission of self-monitoring report
  • Renewal of Permit to Operate for stand by generator.
  • Ensure emission test is conducted.
  • RA 6969 (Toxic Substances & Hazardous Nuclear Wastes Control): Disposal of hazardous waste
  • Maintain Regulatory repository (manage SharePoint portal)
  • Ensure compliance to other regulatory requirements.
  • Develop strong relationships with country management so as ensure effective implementation of EHS across the country Identify and advocate EHS improvements and Best Practice sharing.
  • Annually develop, track and manage an EHS budget based on local country EHS requirements as well as the annual goals and objectives.

    Corporate Security:

    The candidate will be responsible for the development, communication and implementation of Regional Corporate Security standards as well as other tasks including, but not limited to:

    • The role holder will act as a brand ambassador for the bank and CSO-Corporate Security. Attention to professionalism and integrity at all times, so not to compromise the bank or CSO-Corporate Security
    • Be the primary security point of contact for delivery of security related services managed by others (eg: Global Real Estate, Service Owner, Tier 1 Vendors).
    • Oversee the delivery and management of any security related contracts and service level agreements.
    • Deliver strategic initiatives by developing short/long-term plans. Track, report and escalate when required.
    • Own responsibility for Philippines building Security Concepts and Surveys
    • Drive efficiencies where possible and propose innovative solutions both technical and physical.
    • Develop and maintain stakeholder relationships to leverage engagement for the benefit of the organisation.
    • Respond to internal audit & external reviews, audit findings and where necessary their mitigation.
    • Planning, delivery, execution and management of the Executive and Event Protection tasks in conjunction with the Regional EEP Lead for adhoc Management Board Member visits to the Philippines and events.
    • Corporate Security team members hold responsibilities for a sub-region of countries and this role will also assume responsibilities for other APAC countries to allow the role holder to gain exposure to and develop their responsibilities within a diverse region.
    • Keeping abreast of regional threats and risks which may impact the bank and partnering closely with the Threat Intelligence function to perform regular detailed risk assessment reviews.

    Your skills and experience

    • Degree in Industrial / Occupational Safety or Engineering
    • Appropriate EHS qualification/ certification / licenses is required relating to DOLE SO3 certification
    • NEBOSH certification or any other local accreditation
    • Proven experience in the health, safety and environmental field (for facilities / properties or hospitality management services)
    • experience conducting internal audits and implementing EHS management systems
    • Detailed expertise in corporate (physical) security within a large global organization (in an operational role)
    • Excellent knowledge of both physical/technical and operational/guarding security, preferably in finance
    • Working technical knowledge of Access Control and CCTV systems
    • Physical security investigations experience in a financial services organisation advantageous
    • Detailed knowledge and experience of vendor management, procurement lifecycle (RFI/RFP) management and contacts within the security vendor community
    • High level of self-motivation, results-based approach work ethic, and ability to work under pressure in a high-performance environment.
    • Ability to meet key project and business delivery dates, often in a short timeframe, whilst balancing a portfolio of ad hoc/ongoing activity
