About the Department

Deutsche Bank AG (“DB” or “Bank”) has established the Controls Testing & Assurance department (“CT&A”) as an independent function, reporting to the Chief Administrative Officer (“CAO”). This group was formed from the legacy Testing and Quality Assurance group in Anti-Financial Crime (“AFC”) and the legacy Compliance Testing group in Compliance (“Compliance”). CT&A performs core regulatory prescribed processes for and on behalf of the Bank for AFC and Compliance. The establishment of CT&A as a separate and discrete function within the CAO Office raises its stature and profile at the Bank. CT&A is organizationally independent, not only, from the businesses and other infrastructure groups such as Risk, Operations, but from AFC and Compliance. The head of CT&A has a direct reporting line into the CAO, who is the Management Board Member of the Bank, who has responsibility for, among other things, Legal, AFC and Compliance. As CT&A performs regulatory-mandated processes for and on behalf of the AFC and Compliance functions, there are protocols (the “protocol”) that set out the overarching principles for and the interactions between CT&A on the one hand, and AFC and Compliance, respectively.

Further, the Regulation, Compliance and Anti-Financial Crime (AFC) protect the integrity and reputation of Deutsche Bank. They manage the Bank’s risks and help to avoid unintentional rule breaches and conflicts of interest. At the same time, they also advise on ethical conduct, governance issues and keep our organisation up-to-date on regulatory and political challenges.

AFC’s Mission is:

  • To be a trusted and respected independent control function that aims to protect the bank from financial crime risk.
  • To establish a proactive framework to prevent, detect, investigate and report bank-wide financial crime risk events

Role Description

Overall Purpose of the Role

Deutsche Bank (DB) is committed to the highest standards of Anti-Money Laundering (AML), Embargo & Sanctions, Anti-Bribery and Corruption (ABC), Anti-Fraud and Investigations and Financial Crimes, collectively referred to as Anti-Financial Crime Compliance (AFC). The Management and all employees are required to adhere to these standards to protect DB and our reputation from those who intend to use our products and services for money laundering, bribery, corruption, fraud and/or terrorist financing purposes.

The AFC Testing & QA programme is formulated and directed by the Global Head of AFC Testing & Quality Assurance (QA). AFC Testing & QA is a core component of the AFC programme. It provides assurance to the Management Board, Global Head of AFC and key stakeholders as to the design and/or operating effectiveness of the control framework to manage the Bank’s financial crime risks.

AFC Testing & QA undertake:

  • Risk based Testing, which assesses the adequacy of design and/or operating effectiveness of the control framework to manage the Bank’s financial crime risks; and
  • Risk-focused, sampled-based QA to independently assess whether processes to manage financial crime risks in the first and second lines of defence (LoD) operate effectively.

Where AFC Testing & QA identifies issues, it advises on the appropriateness of remedial actions to improve the business and function control environments to manage financial crime risks and tracks the closure of the remedial actions accordingly.

The QA program is split across the following streams:

  • Know Your Customer (KYC) QA: focuses on whether KYC files meet applicable regulatory and policy standards.
  • Transaction Monitoring & Investigations (TMI) QA: focuses on whether TM alerts have been adequately investigated and resolved correctly in adherence to applicable regulatory and policy standards. TMI QA also assesses whether any responses to regulatory inquiries, Internal Referrals and other AFC investigative mandates are appropriately handled.
  • Name List Screening (NLS) QA: focuses on whether alerts related to Sanctions, Embargoes, Politically Exposed Persons (PEPs), Adverse Media and Internal Watchlist have been adequately investigated and resolved correctly in adherence to applicable regulatory and policy standards.
  • Transactions Filtering (TF) QA: focuses on whether alerts in respect of transactions related to Sanctions and Embargoes (SAE) have been adequately investigated and resolved correctly in adherence to applicable regulatory and policy standards.

The AFC Testing & QA Governance team oversees the execution of the global program and supports the Global Head of AFC Testing & QA in maintaining, developing and reporting on the global program. This role, as explained in detail below, is part of the Governance team and reports to the Head of AFC Testing & QA Governance.

Your key responsibilities

  • Manage compliance with the AFC Testing KODs and the AFC QA Procedures by overseeing the AFC QA maturity model progressions and temporary/permanent exceptions.
  • Monitor the timely QA completion and MI publication for KYC, TMI, NLS and TF Programmes partnering with the respective Team Leads.
  • Lead the semi-annual attestations for Testing and QA, in partnership with the Regional Heads and Team Leads
  • Prepare monthly Management Information (MI) and reports that are accurate, concise, and timely, which provide added value to the business to allow continuous improvement of controls and processes.
  • Provide support to the global AFC Testing & QA team in respect of the systems used by AFC Testing & QA (namely currently, AFC Kepler, dbAware and Fahrenheit).
  • Manage relationships and collaborate with global Team Leads across Testing and all QA disciplines.
  • Support the development and creation of the Annual AFC Testing Plan and Quarterly Refresh of the Plan.
  • Contribute to other ad hoc projects and initiatives for AFC Testing & QA.

Your skills and experience

  • 5+ year(s) of experience working in the Anti-Financial Crime area in a large financial institution. Experience may include either KYC, Transaction Monitoring, Name List Screening, and/or Transactions Filtering. Experience within Testing, QA functions or a similar role would be an advantage.
  • Good understanding of financial crime risks and internal controls.
  • Excellent analytical, research, problem solving and decision-making skills. Strong attention to detail and the ability to multitask.
  • Ability to work independently and accurately within tight deadlines while prioritising workload with minimal supervision.
  • Ability to identify, escalate and communicate issues in an effective and succinct manner.
  • Strong communication skills, both written and verbal.
  • Proficiency in Excel, Word, PowerPoint; experience in creating macros is an advantage.
  • CAMS certification desirable.
  • Fluent in English.
