Details of the Division and Team

Technology plays a critical role in Deutsche Bank's transformation. To ensure we will deploy technology and digital solutions in a substantially more comprehensive manner across the bank, Technology, Data and Innovation (TDI) has been established as one technology division for the bank, driving an integrated IT, data, and security agenda across the bank. The function is responsible for implementing the bank’s technology strategy focused on strengthening engineering expertise, introducing an agile delivery model, reducing administrative overheads, de-coupling assets within our IT estate for faster, cheaper deployment, as well as modernizing the bank’s IT infrastructure with long-term investments and benefiting from cloud computing.

In Support of our local businesses, Technology Data Innovation (TDI) provides the IT operations and management including (1) Application Support; (2) Infrastructure Operations; (3) End User Support, in all local business centers across the globe. TDI reduces the complexity in support of the business.

Your Key Responsibilities

Risk Identification & Assessment

  • Conduct risk assessments for infrastructure, applications, and data flows across all Project Dragon workstreams

  • Maintain a project-specific risk register and track mitigation actions to closure

  • Evaluate new platforms (e.g., WeCom, SAFE FX, eSign) for risk exposure and control requirements

Control Design & Implementation

  • Define and implement IT controls aligned with Deutsche Bank’s global frameworks and local regulatory expectations

  • Support Operational Readiness Reviews (ORRs) and ensure control evidence is complete, auditable, and accessible

  • Embed risk awareness into every stage of the project lifecycle

Regulatory Compliance

  • Interpret PRC-specific technology regulations and ensure project alignment with data localization, cybersecurity, and outsourcing laws

  • Partner with Legal, Compliance, and Regulatory Affairs to validate control adequacy and respond to regulatory developments

Monitoring & Reporting

  • Monitor control effectiveness and escalate deviations or emerging risks

  • Provide regular risk and control updates to the Program SteerCo and senior stakeholders

Audit & Documentation

  • Prepare for internal and external audits, ensuring readiness and traceability of all control activities

  • Maintain complete, accurate, and accessible documentation for all risk and control processes

Stakeholder Engagement

  • Collaborate with workstream leads, Deloitte advisors, and Deutsche Bank’s global risk teams

  • Participate in regulatory workshops and respond to inquiries from Chinese authorities

Your Skills and Experience

  • 10+ years of experience in IT risk management, regulatory compliance, or audit within financial services.

  • Strong understanding of China’s technology regulatory landscape and its implications for infrastructure and application design.

  • Proven experience managing regulatory engagements and internal/external audits.

  • Familiarity with IT control frameworks (e.g., COBIT, NIST, ISO 27001) and risk assessment methodologies.
