Details of the Division and Team:
To lead one of the Center of Competency for key non-financial risks for Private Banking Emerging Markets, with a focus on Financial Crime (Anti-Money Laundering (AML), Know your client (KYC), Fraud prevention), Sanctions, Anti-Bribery and Corruption and Tax Integrity risks. This role ensures robust governance, advisory, and oversight across these critical risk domains, client services delivered in compliance with global and local regulatory expectations whilst supporting sustainable and compliant growth of the Private Banking business.
The role requires the candidate to spearhead the function together with the line manager for the EM business with Front Office presence across Singapore, Hong Kong, UAE, Kingdom of Saudi Arabia, India. The candidate will be required to steer appropriate outcomes, partner closely with key internal and external business partners as well as transformation team to ensure effective communication of risk management and tool enhancements / process improvements.

Your key responsibilities:
Risk Framework & Governance
Develop and maintain regional frameworks, procedures and controls, in alignment with group and divisional policies across the relevant risk domains
Ensure alignment with MAS, HKMA, DIFC, FATF, OFAC, EU, and other relevant regulatory frameworks
Ownership and proactive management of risk areas including relevant impact analysis of updated or new Policies and Procedures
Lead key meetings and governance forums covering relevant risk areas where issues are reported and escalated to stakeholders.
Subject Matter Expertise & Advisory

Be trusted advisor and provide expert guidance to front office, partnering closely with compliance / 2LoD and Central PB owners as well as support the design and implementation of strategies, change-the-bank projects on tools and platform / process enhancements to ensure continuous improvements, partnering with relevant agile / technology colleagues for delivery for these risk areas:
AML/CFT and sanctions screening including for complex client structures
Fraud prevention and detection strategies
Tax transparency (CRS, FATCA) and client declarations
Monitoring & Oversight
Monitor (and develop where required) Key Risk Indicators (KRIs) and Key Control Indicators (KCIs) across all domains, share results with appropriate stakeholders
Oversee effectiveness of systems supporting the relevant processes and controls
Training & Culture
Lead targeted training programs for relationship managers, investment advisors, and onboarding teams.
Promote a culture of ethical conduct, transparency, and client-centric risk management.
Regulatory & Audit Engagement
Work with local stakeholders to support interface with local regulators / tax authority / auditors on inspections and inquiries.
Your skills and experience:
Minimum 10 years’ experience in financial crime compliance, conduct risk, or operational risk in Private Banking.
Has knowledge of MAS, HKMA regulations, FATF standards, FATCA/ AEI tax transparency etc
Has knowledge of private banking client profiles and risk typologies
Has analytical, problem-solving and investigative skills / mindset, detail-oriented and willing to challenge the status-quo
Familiarity with risk management tools, e.g. transaction monitoring, sanctions screening systems etc
Strategic risk thinking with execution capability
Has team management experience and is able to multi-task effectively in a matrix environment, appreciate diversity and follow through assignments within tight schedule
Develop and maintain regional frameworks, procedures and controls for the risk areas
Experience in process and project management
Excellent communication and stakeholder management and influence
Excellent interpersonal skills and the ability to manage relationships with all levels
Has client focus and ability to partner with various internal groups
Display sense of ownership, responsibility and sense of urgency
Drives results through leadership, people, communication and influence
Role is required to be performed on-site at One Raffles Quay office. Relevant vaccination requirements may apply.
