Role Description

  • The Chief Security Office (CSO) comprises the Chief Information Security Office (CISO) and the Corporate Security unit. The CISO organization guarantees information security for Deutsche Bank.
  • In order to do this, we provide the Information Security teams with solutions through implemented different projects to support their operations and automate their processes. Furthermore, our team monitors and ensures the compliance of CSO application to DB policies on technical level.
  • We are seeking a dynamic and results-oriented Technical Programme Manager with a strong background in agile delivery, and tool-based tracking (Jira, Confluence, etc.). This hybrid role combines the strategic oversight and the execution rigor of a Program Manager, and the technical understanding of IRM solutions
  • You will bring an innovative approach to software development, focusing on using the latest technologies and practices, as part of a relentless focus on business value. You will be someone who sees engineering as team activity, with a predisposition to technical discussion and creating a supportive, collaborative environment. You will be ready to contribute to all stages of Insider Risk Management Programme in the Bank, from initial analysis right through to production support.

Your key responsibilities

Program Leadership & Strategy

  • Maintain the overarching strategy and roadmap for the Bank's Insider Risk Management program, ensuring alignment with the overall security strategy, business objectives, and risk appetite
  • Oversee the planning, execution, and successful delivery of all IRM program initiatives, from tool implementation to policy rollout and operationalization.

Agile Delivery & Process Improvement

  • Implement Agile frameworks (Scrum, SAFe, Kanban) tailored to team needs.
  • Drive continuous improvement in velocity, quality, and team performance

Jira Metrics & Reporting

  • Design and maintain Jira dashboards for sprint health, epic burndown, and throughput.
  • Automate reporting and derive actionable insights from Jira/Confluence data.

GCP Environment

  • Take ownership of cloud environments, optimising and maintaining systems to ensure high performance, scalability, and reliability, focusing on GCP services

Stakeholder Communication

  • Act as the central point of contact and collaborate extensively with key stakeholders across departments, including CISO, Security Operations, Legal, HR, Compliance, IT Infrastructure, and Business Units.
  • Prepare program updates, risks, issues, and recommendations to the Steering Committee (SteerCo) and executive leadership to secure buy-in and strategic direction.

Risk & Issue Management

  • Proactively identify delivery risks and maintain mitigation plans.
  • Track and manage dependencies across Programme.
  • Ensure the IRM program and its components comply with all relevant internal policies and external regulations (e.g., GDPR, CCPA, SOX, GLBA, financial sector specific regulations).

Operationalization & Continuous Improvement

  • Facilitate the seamless transition of IRM capabilities to operational teams (e.g., SOC, Threat Intelligence), providing necessary documentation, training, and support
  • Define, track, and report on key performance indicators (KPIs) and key risk indicators (KRIs) for the IRM program, demonstrating its effectiveness and informing strategic adjustments.

Your skills and experience

  • 15+ years’ experience in program management within tech, data and cross functional teams.
  • Good understanding of GCP services and capabilities, including virtual machines, storage, networking, security, and monitoring.
  • Certified in Agile (Scrum Master, SAFe, or equivalent) or PMP.
  • Bachelor's degree in Computer Science, Engineering, or a related field
  • Excellent interpersonal, influential and communication skills and ability to interact with senior stakeholders.
  • Strong track record of managing multiple, complex projects, utilizing established methodologies (e.g., Agile, Waterfall) to deliver on time and within budget.
  • Broad knowledge across various security domains including Data Loss Prevention (DLP), User and Entity Behavior Analytics (UEBA), Security Information and Event Management (SIEM), Identity and Access Management (IAM), Endpoint Detection and Response (EDR), Cloud Security, and Network Security
  • Strong understanding of legal implications related to employee monitoring, data privacy, and ethical considerations in IRM. Ability to work closely with legal and HR teams.
  • Significant experience working in the financial services industry, understanding its unique regulatory landscape, risk appetite, and operational complexities
  • Relevant industry certifications such as CISSP, CISM, PMP, GSEC, CIPP/E are highly desirable.
  • Experience of working with external vendors
