Occupational Summary
Reporting to the Senior Director Supply Chain Professional Services, the Professional Services Senior Sourcing Manager is responsible for long-term planning, strategy development, and leading continuous improvement of assigned Supply spend categories. The position will be responsible for the development and implementation of Professional Services sourcing strategies and standards across the assigned spend categories to meet Duke University and Duke Health System needs by achieving high quality, reduced cost, and simplified procurement strategies.
The Professional Services Senior Sourcing Manager operates independently and is responsible for driving Professional Services sourcing strategies, managing the bid process, end-to-end contract lifecycle management, managing risk, and complex negotiations for Supplies and Services. This person will be required to build relationships with vendors and key suppliers, independently analyze spend areas within assigned categories, provide recommendations on sourcing strategies, and deliver savings to the University and Health System. The successful candidate must show confidence and executive presence in business situations and be able to influence and persuade, demonstrate domain expertise and be able to quickly pivot as demands change. This person should promote a positive work environment, spirit of cooperation and support for coworkers.
Work Performed
Responsible for the drafting, negotiation and management of Professional Services vendor contracts; serve as category leader, mentor, coach and operational resource for Sourcing teams; (some supervisory, if applicable), ; The Professional Services Senior Sourcing Manager will plan, coordinate, and implement enterprise-wide plans used to inform the Duke community about sourcing initiatives, procedures and impact. Specific responsibilities include:
- Lead cross functional and multi-departmental sourcing activities for assigned category(ies);
- Serve as an category manager and focus on planning for and executing a model to capture, manage and control spend reductions as a result of procurement activities that improve category spend performance and utilization;
- Perform analysis on a multitude of Professional Services related commodities
- Lead sourcing processes in a matrixed environment including RFI/RFP’s and negotiations or renegotiations:
- Sourcing functions include but is not limited to preparing market research, development of category strategies, sourcing templates, spreadsheets, reviewing specifications, statements of work, KPI’s, and drafting and negotiating contracts;
- Create evaluations models and assist stakeholders in evaluation during formal, informal, and sole source solicitations;
- Develop sourcing plans, benchmarks suppliers, contracts, and services and evaluates various Business Unit level requirements, existing opportunities, or new initiatives, including but not limited to setting sourcing strategies and executing those strategies to deliver improvements on quality, value, contract, price, and service. Provide analytics to enable comprehensive and informed purchase decisions;
- Partner with Duke’s GPO, as applicable
- Analyze business processes and identify opportunities to increase efficiency while reducing costs. Identify and recommend cost savings opportunities through data analysis and negotiations;
- Stay current with relevant advances in technologies. Responsible for maintaining and updating knowledge of policies and procedures. This can include on-the-job training, attending courses or conferences, reading, and independent research, Develop and follow best practices and procedures and share knowledge with team members;
- Develops and maintain strong relationships with stakeholders at all levels to be able to understand the environment and support stakeholders in driving business outcomes;
- Monitor and manage metrics associated with primary suppliers and their committed services levels;
- Maintain roadmap of category execution activities (e.g., sourcing, supplier management, demand management, etc.) to implement the category strategy;
- Execute procurement tasks to support on time project launches, delivering quality products, while achieving cost targets to align with successful launches;
- Lead supplier performance reviews for Professional Services projects during project closure phase;
- Maintain close partnership with other shared services such as legal, regulatory, risk, information security, and finance to ensure adherence with applicable policies, compliance matters and achievement of favorable contractual terms;
- Manage redline reviews of assigned Agreements that require inclusion of applicable Duke standard terms and conditions;
- Evaluate Supplier performance through review of vendor spend reports and customer feedback; resolve issues and implement solutions to address negative supplier performance;
Survey customers to assess processes and team performance, benchmark other institutions for process ideas and/or improvements.

Required Qualifications at this Level

Minimum Qualifications
Education
Work requires a Bachelor's degree in Business, Finance, or Supply Chain management.
Experience
Requires a minimum of seven years experience in strategic sourcing/ procurement/contract management in various Professional Services categories such as Food and Nutrition Services, Facilities Services, Patient Support Services, Consulting and Advisory Services, Business Services, Financial Services, Human Resource Services, Revenue Cycle Services, Office Supplies, Print Management Services, and Leasing and Rental Services.Experience in data analysis and the development of contract terms and Standards. Knowledge of contract terms and conditions.
