The opportunity

The FP&A Financial Compliance Assistant Director will provide Finance subject matter expertise in areas of cost accounting and DFARS business system compliance. This individual will play a key role in GPS’s indirect rate team, support quarterly rate reporting, cost impact analysis and indirect rate management. This role requires extreme attention to detail and a highly analytical mindset a highly consultative approach combined with deep finance experience in the government contracting space.

Your key responsibilities

  • Develop a strong understanding of the GPS financial structure, in particular indirect rates.
  • Play a key role informing the GPS indirect rate strategy by quantifying and creating transparent visibility to the impact of potential changes in structure.
  • Develop robust cost models to assess the impact of structural changes to GPS’s indirect rates and their application to existing programs within the accounting segment. Ensure modeled cost treatment changes are accurate with a high degree of precision and reliability, with proper supporting document that will stand up to government audit.
  • Ensure modeled costs align with regulatory requirements, industry standards, and EY GPS’s established Cost Accounting Standards Disclosure Statement.
  • Raise to leadership policy compliance gaps, or internal control issues, and recommend/assist in the implementation of proposed remediations.
  • Support GPS leadership by compiling and analyzing data related to time and expense charging practices and provides insights/recommendations to support controls.
  • Conducts regular reviews and internal (within Finance) audits and testing, to ensure adherence to GPS time and expense policies. Generate regular reports for management highlighting trends, discrepancies, and areas for improvement
  • Support proper code structures for all GPS indirect cost capture. Play a role in training and educating the GPS practice on proper code use.
  • Remains informed about relevant laws, company policies, and industry best practices
  • Provide government accounting expertise in support of preparation and submission of require financial reports, claims, and proposals
  • Oversee quarterly reporting of direct and indirect labor rates
  • Support development and edits to EY GPS’s CASB Disclosure Statement.
  • Support responses to DCMA and DCAA requests for information
  • Support DCAA reviews and audits of GPS’s Accounting and Estimating Systems
  • Support program audits, as needed
  • Provide meaningful interpretation of rate impacts on financial results
  • Maintain audit findings tracker and ensure remediation activities are tracked and completed (when applicable)
  • Supports financial initiatives/special projects
  • Perform all other related duties as assigned

Skills and attributes for success

  • Expert skills in data manipulation and the use of Excel models and/or database tools.
  • Exceptional organization and project management skills
  • Excellent analytical, interpersonal, communication and presentation skills
  • Strong aptitude and passion for “telling a story” and driving to recommendations and conclusions
  • High degree of professionalism, polished approach and professional discretion when working with regulators.

To qualify you must have

  • A Bachelors Degree in Finance, Accounting, or related field; advanced degree in business or data analytics preferred
  • Ability to obtain and maintain a security clearance, if necessary
  • Working knowledge of Federal rules and regulations, in a CAS compliant government contracting environment, with associated controls
  • At least 8 years of experience in financial positions of increasing scope and responsibility in diverse, complex environments, especially with a focus on indirect rates and Federal compliance
  • Established track record of performing complex rate analysis, quantifying impacts and performing sensitivity analysis
  • Advanced knowledge of Microsoft Office Suite, especially Excel.
  • Experience working in a highly matrixed environment
  • Experience with the end-to-end budgeting, planning, estimating, and accounting finance life cycle for a government contractor.
  • Strong working knowledge of the FAR, DFAS, and CAS.

Ideally, you'll also have

  • CPA or CFA preferred.
  • Audit experience highly preferred – performing audits, leading responses, or ideally both.
What we offer
We offer a comprehensive compensation and benefits package where you’ll be rewarded based on your performance and recognized for the value you bring to the business. The base salary range for this job in all geographic locations in the US is $103,700 to $193,900. The salary range for New York City Metro Area, Washington State and California (excluding Sacramento) is $124,400 to $220,400. Individual salaries within those ranges are determined through a wide variety of factors including but not limited to education, experience, knowledge, skills and geography. In addition, our Total Rewards package includes medical and dental coverage, pension and 401(k) plans, and a wide range of paid time off options. Our expectation is for most people in external, client serving roles to work together in person 40-60% of the time over the course of an engagement, project or year.
