The opportunity
As a Bid Senior Expert at EY, you will coordinate complex bidding processes involving both public and private procurement channels, supporting multiple service lines and strategic initiatives. You will navigate national public procurement legislation as well as the specific procurement rules of international donors and European institutions. Working alongside the Bid Manager and Pursuit Leader(s), you will provide support to our professional services teams across multiple EY service lines and geographies.
Your key responsibilities
Bidding Process Management:
o Monitor public bid announcements and identify relevant opportunities.
o Develop submission plans and tracking deadlines and deliverables.
o Assist in the preparation of eligibility and qualification checklists, ensuring compliance with all requirements.
o Support expert identification and coordination, ensuring the right expertise is engaged for each bid.
o Collect and organize company documentation, CVs, credentials, and other necessary materials for bid submissions.
o Draft and submit clarification requests to contracting authorities as needed.
o Integrate proposals for services, ensuring alignment with eligibility and qualification criteria, and compliance with minimum requirements.
o Submit offers and respond to clarification requests from contracting authorities.
o Monitor award decisions and provide insights on outcomes.
o Assist in the preparation of challenges when necessary, ensuring adherence to legal and procedural standards.
o Provide support for contract management and reporting, acceptance of deliverables.
Consortium and Subcontractor Coordination:
o Identify and engage with external companies for consortium agreements and subcontracting opportunities.
o Coordinate with consortium partners and subcontractors throughout the bid submission process, ensuring effective collaboration and communication.
o Review documentation provided by consortium partners and subcontractors, ensuring compliance with EY standards and bid requirements.
o Prepare consortium and subcontracting agreements in accordance with EY and applicable regulations.
Data Management and Compliance:
o Provide horizontal support for the electronic archiving of bid files and maintain internal databases.
o Ensure all documentation is organized, accessible, and compliant with internal and external standards.
Training and Development:
o Deliver internal training sessions on public procurement rules and bid preparation best practices.
o Encourage continuous improvement and knowledge sharing within the team.
Skills and attributes for success
o University degree.
o Minimum of 5 years of experience in national public procurement, with a proven track record of successful bid management.
o Strong knowledge of the national public procurement legislation, including familiarity with recent updates and amendments.
o Hands-on experience with SEAP public tendering procedures; experience with other public procurement platforms such as e.g. TED, WB eConsultant2, EC Tenders Portal, EBRD Client e-Procurement Portal, SAP Ariba is considered an advantage
o Knowledge and exposure to specific procurement rules of international donors is considered an advantage.
o Excellent written and verbal communication skills in Romanian and English; proficiency in additional languages is considered an advantage.
o Proficient IT skills, particularly in Microsoft Word, Excel, and PowerPoint.
o Strong analytical and problem-solving skills, with attention to detail and a commitment to high quality and accuracy.
o Constructive attitude towards challenges.
o Ability to work effectively in multi-disciplinary teams and collaborate with diverse stakeholders.
