Business Transformation_ Oil and Gas – Capital Projects Strategy - Manager
The Opportunity
We are seeking a highly experienced Capital Projects Advisor to support and help scale EY’s Capital Projects capabilities within the Oil & Gas and Energy sector. This role is designed for a capital projects professional who can operate as a trusted advisor, integrator, and execution driver across strategy, governance, and delivery.
The role sits within EY’s Business Transformation platform and will support senior leadership in organizing, governing, and advancing capital projects initiatives across priority accounts, campaigns, and internal programs. The individual will play a critical role in connecting capital project strategy, execution planning, digital enablement, and organizational alignment.
Your Key Responsibilities
As a Capital Projects Advisor, you will operate in a Chief-of-Staff–style capacity for capital projects initiatives—helping structure priorities, coordinate stakeholders, and drive execution across complex, cross-functional environments. You will work closely with senior executives, account leaders, and delivery teams to ensure capital projects strategies translate into actionable plans, measurable outcomes, and sustained momentum.
This role emphasizes owner-side advisory, capital governance, execution strategy, and transformation enablement, rather than pure delivery management. Exercise judgment in selecting methods, techniques, and evaluation criteria for delivering results. Primary responsibilities will include, but are not limited to, the following:
- Act as a Chief of Staff for Capital Projects initiatives, helping organize and drive efforts across governance, strategy, and execution.
- Coordinate cross-functional teams and key interfaces between capital projects, strategy, execution, digital, and operational functions.
- Support strategic initiatives related to:
- Capital project governance and decision-making
- Risk and performance management
- Contracting and execution strategy
- Digital innovation and enablement
- Develop, track, and manage key priorities and initiatives across capital project planning, execution enablement, and transformation activities.
- Provide executive-level support, including leadership alignment, briefing materials, reporting, and decision-support.
- Proactively drive initiative execution by identifying gaps, managing follow-ups, and ensuring timely delivery of outcomes.
- Serve as a capital projects advisor across priority accounts, helping integrate workstreams and drive account-level value.
- Support go-to-market activities, campaign development, and pursuit efforts related to capital projects.
Skills and Attributes for Success
To thrive in this role, you will need strong expertise in transformation delivery, including the ability to analyze, problem-solve, and apply best practices to deliver business impact. You will also:
- Lead engagement delivery and program management.
- Manage client relationships through day-to-day and executive-level interactions.
- Support business development pursuits and prepare proposals.
- Travel as needed to support client delivery.
To Qualify for the Role, You Must Have
- A bachelor’s degree in engineering, construction management, or related field (required); master’s preferred.
- 8-12+ years of relevant experience in oil & gas and capital projects, with hands-on involvement in project development, planning, or execution (owner-operator side preferred).
- Experience working within:
- Owner organizations
- Corporate capital projects groups
- EPC or integrated delivery environments
- Strong understanding of capital project best practices, including:
- Advanced Work Packaging (AWP)
- Project Definition Rating Index (PDRI)
- Front-End Loading (FEL 1–5)
- Experience with project execution planning, execution strategies, risk management, and contracting.
- Proven experience in:
- Operating model design and deployment
- Transformation strategy and business case development
- Portfolio governance, performance metric design, and cost transformation
- Agile organization development and digital strategy
- Capital project strategy and delivery, including investment planning, execution oversight, and digital enablement
- Familiarity with emerging technologies and future-back planning
- Strong foundational business skills, including:
- Client relationship management and trust-building
- Commercial acumen and proposal development
- Executive-level communication and change leadership
- Systems thinking, sustainability, and cross-functional team leadership
Ideally, You’ll Also Have
- Master of Business Administration (MBA) or Master’s degree in Engineering (civil preferred).
- Experience navigating complex stakeholder environments across upstream, midstream, and downstream operations.
- Demonstrated leadership and ability to inspire teams.
- Excellent communication and interpersonal skills.
- Experience delivering transformation strategies at an account or enterprise level.
- Familiarity with technologies used in upstream and integrated operations, including capital project platforms.
- Experience coordinating solution design and delivery across teams and ecosystem partners.
