The role focuses on improving health outcomes and patient experiences by enabling seamless data exchange across clinical, administrative, and digital health platforms. You will work alongside international experts across technology, business, and healthcare to strengthen DHEC’s delivery capabilities in openEHR, clinical data repositories, and healthcare interoperability.

Role Overview

This role is positioned at Senior Consultant level and requires a strong combination of healthcare interoperability expertise, client-facing consulting skills, and practical delivery experience. You will act as a bridge between clinical, technical, and business stakeholders, helping clients define interoperability priorities, select appropriate standards, design integration approaches, and implement scalable solutions across complex healthcare IT landscapes.

Key Responsibilities

  • Healthcare Interoperability Consulting
    • Advise healthcare clients on interoperability strategies, standards, implementation roadmaps, and target-state integration architectures.
    • Lead or support client workshops with clinical teams, administrators, IT teams, vendors, and business stakeholders to identify interoperability requirements and pain points.
    • Translate healthcare business and clinical needs into practical interoperability solutions that support patient care, operational efficiency, and data-driven decision-making.
    • Provide technical advisory support for digital health transformation programs involving EHRs, EMRs, clinical systems, medical devices, and data platforms.
  • System Integration & Clinical Data Exchange
    • Design and support seamless integration and communication between diverse healthcare IT systems, including Electronic Medical Records (EMR), Electronic Health Records (EHR), Clinical Information Systems (CIS), Clinical Data Repositories (CDR), Laboratory Information Management Systems (LIMS), communication servers, interoperability platforms, and medical devices.
    • Support integration of clinical data repositories based on openEHR, including platforms such as Better or vitagroup, where applicable.
    • Define integration patterns and data exchange approaches across clinical domains, administrative systems, and digital health platforms.
    • Coordinate with vendors and external partners to ensure integration solutions are consistent, reliable, scalable, and aligned to client requirements.
  • Interoperability Standards & Frameworks
    • Evaluate and recommend healthcare-specific interoperability standards, frameworks, and formats based on client needs and regional requirements.
    • Apply expert knowledge of healthcare interoperability standards including HL7, FHIR, IHE, xDT, and DICOM.
    • Support the use of standardized clinical data models such as SNOMED CT, OMOP, and openEHR for clinical data mapping, harmonization, and exchange.
    • Develop or review mapping approaches between different clinical data formats, terminologies, and integration standards.
  • Health Consulting & Client Delivery
    • Work as part of multidisciplinary consulting teams to deliver digital health transformation projects for healthcare providers, public sector organizations, and health ecosystem stakeholders.
    • Prepare client-ready deliverables including assessment reports, solution options, architecture documentation, implementation plans, technical specifications, and executive presentations.
    • Support business development activities through technical input into proposals, client discussions, demos, and healthcare interoperability thought leadership.
    • Provide training, knowledge transfer, and stakeholder enablement to support adoption of interoperability solutions.
  • Technology & Delivery Enablement
    • Use hands-on experience with interface formats and protocols such as REST, SOAP, XML, and XSD to support integration design and delivery.
    • Read, review, or develop code in programming languages such as Java, C++, C#, Python, or PHP as required for solution validation or technical delivery.
    • Apply knowledge of agile delivery methods, project management standards, and frameworks such as Scrum or SAFe to support structured project execution.
    • Track industry technology trends and emerging digital health technologies and assess how they can be applied to client projects.
