Guidehouse is seeking a dynamic Organizational Change Management (OCM) Specialist to support a Department of State bureau in managing technological and structural transitions, ensuring continuity, resilience, and the successful adoption of new systems and processes. In this role, the OCM specialist will shape and execute change management strategies that guide diverse international audiences through complex organizational and technological shifts. The position leads the design and delivery of targeted communications, oversees the assessment and coordination of enterprise-wide change impacts, and manages stakeholder engagement across bureaus, posts, leadership teams, and functional partners. The specialist will contribute to high‑quality program deliverables, develop executive‑ready materials, support training and user adoption efforts, and monitor change effectiveness to drive continuous improvement. This role requires strong collaboration across workstreams, alignment with Department of State governance processes, and the ability to translate strategic program objectives into clear, actionable change activities that promote successful global adoption. Responsibilities may include the following:
Translate change strategies into structured plans, timelines, and actionable workstreams that support smooth implementation.
Develop communications products such as messages, briefs, and visual materials that clearly convey program updates and expectations.
Identify organizational, operational, and stakeholder impacts, documenting key considerations to inform planning and decision‑making.
Coordinate mitigation activities by engaging the right stakeholders, tracking actions, and ensuring alignment across affected groups.
Establish and maintain engagement routines with bureaus, posts, and leadership teams to ensure ongoing partnership and awareness.
Produce high‑quality deliverables by applying consistent standards, clear structure, and program governance requirements.
Build executive‑level presentations that distill complex information into concise, decision‑ready insights.
Monitor progress across initiatives by maintaining trackers, surfacing interdependencies, and flagging issues proactively.
Partner with SMEs to create user‑focused training and enablement materials that support readiness and adoption.
Assess change adoption through data, feedback mechanisms, and user insights to identify opportunities for refinement.
Ensure all change activities adhere to Department of State governance, culture, and procedural expectations.
What You Will Need:
An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance.
Bachelor’s degree
TWO (2) years or more of experience supporting communications and change management initiatives
Foundational understanding of Prosci, ADKAR, or similar change frameworks
What Would Be Nice To Have:
Ability to translate technical or programmatic content into user‑friendly messaging and change products.
Excellent organizational and interpersonal skills
Experience working with the Department of State
Experience working in cross-functional teams or large organizations
Knowledge of the use of Microsoft Office Products and related applications.
Organized, self-motivated and able to multitask in a fast paced and dynamic work environment
Excellent written and verbal communication skills
Ability to manage deadlines and recurring deliverables
