What You Will Do:
We are seeking a Requirements Traceability Lead/Chief Scrum Master to lead end-to-end requirements lifecycle management for a statewide court management system implementation. This is a hybrid full-time position located in Nashville, TN.
Lead development and maintenance of requirements traceability across system lifecycle (business requirements through testing and deployment)
Leads and coordinates multiple Scrum teams—facilitating cross-team collaboration, resolving shared blockers, and driving consistent Agile practices at scale
Establish and enforce requirements governance, version control, and change management processes
Partner with judicial stakeholders, business analysts, and technical teams to ensure complete and accurate requirement coverage
Develop and maintain traceability matrices linking business needs to system design, development, testing, and training artifacts
Support quality assurance by ensuring requirements is testable, validated, and aligned to acceptance criteria
Coordinate impact analysis for requirement changes across functional and technical components
Provide reporting and dashboards to track requirement status, gaps, risks, and dependencies
Ensure alignment with court operations, case management workflows, and statewide standards
What You Will Need:
Bachelor’s Degree or relevant years of experience in lieu of education
Minimum of five (5) years of experience in requirements management, business analysis, or systems implementation
Minimum of two (2) years of experience managing traceability for large-scale IT system implementations
Experience with requirements traceability tools (e.g., Jira, Azure DevOps, or similar platforms)
Ability to manage stakeholders across multiple agencies or jurisdictions
Strong analytical, communication, and documentation skills
Must be able to obtain and maintain required state-level background check or clearance, as applicable
US Citizenship
What Would Be Nice To Have:
Experience supporting court management systems or justice sector modernization efforts
Certification in business analysis or project management (e.g., CBAP, PMI-PBA, PMP)
Experience implementing requirements governance frameworks at scale
Familiarity with Agile or hybrid delivery methodologies
Experience building dashboards or reporting for executive stakeholders
Strong understanding of software development lifecycle and testing practices
Experience working with public sector or court/justice systems
