What You Will Do:
Guidehouse is seeking a Manager to join our State and Local Government (SLG) practice, specializing in workforce development modernization. In this role, you will lead client engagements focused on labor exchange systems, workforce case management transformation, and service delivery improvement for state workforce agencies.
Managers serve as senior delivery leaders and trusted advisors — owning workstreams, managing junior staff, and driving strategy with state agency clients to modernize legacy systems, improve outcomes for job seekers and employers, and implement federal and state workforce programs.
Key responsibilities include:
- Lead end-to-end delivery of workforce development modernization engagements for state labor and workforce agencies
- Serve as a subject matter expert on labor exchange systems, workforce case management, and American Job Center operations
- Develop and present strategic recommendations, modernization roadmaps, and business cases to state agency leadership
- Manage project teams, timelines, budgets, and quality of deliverables
- Support business development including proposals, client pursuits, and go-to-market strategy for the workforce practice
- Build and maintain relationships with state agency clients and industry partners
- Contribute to internal knowledge-sharing, methodology development, and practice growth efforts
What You Will Need:
- Bachelor's degree from an accredited college or university
- Minimum of 5+ (FIVE) years experience in consulting, public sector operations, or workforce program delivery
- Deep understanding of WIOA Title I and Wagner-Peyser program administration, performance accountability, and reporting requirements
- Direct experience with state workforce agencies or labor exchange modernization programs
- Strong understanding of federal workforce legislation and state program administration
- Proven ability to manage client relationships and lead project teams in a fast-paced environment
- Familiarity with American Job Center operations, one-stop delivery systems, and partner co-enrollment strategies
- Knowledge of labor market information (LMI) tools and how state agencies use workforce data for planning and policy decisions
- Understanding of employer engagement strategies, job seeker services, and case management workflows
- Experience supporting or advising on workforce system governance, state plan development, or federal compliance

- Master's degree (MPA, MBA, MS, or related field)
- Experience with workforce technology platforms such as case management systems or labor exchange platforms
- Familiarity with Salesforce-based workforce solutions or AI-driven job matching tools
- Prior experience contributing to proposal development, competitive bids, or RFP responses for state government clients
