The Bloomberg Center for Public Innovation at Johns Hopkins University (BCPI, the Center) seeks a Senior Strategic Advisor to lead the development of strategic frameworks and action plans for major initiatives at the Center. The first of its kind in the world, the Center aims to advance the field of public sector innovation by marrying cutting-edge practice with world class research to transform the culture of government, deliver exceptional results for residents, and inspire trust in public service. The Center is housed within the JHU School of Government and Policy (SGP) alongside the Bloomberg Center for Government Excellence and the Center for Opportunity and Wealth Data.

Reporting to the Center’s Civic Engagement Director and working closely with Center leadership, School of Government and Policy Leadership, faculty and external partners, the Senior Strategic Advisor will advance the Center’s efforts to strengthen civic engagement practice and resident-driven innovation in cities. This role is responsible for designing and operationalizing strategies, tools, and knowledge products that support city leaders and practitioners in integrating civic engagement into public sector innovation, while contributing to the Center’s role as a global thought leader in the field. The Senior Strategic Advisor will bring a forward-thinking, collaborative, and results-oriented mindset, with the ability to build strong partnerships and help shape knowledge products that engage and benefit city leaders and practitioners.

Specific Duties & Responsibilities

  • In collaboration with Center leadership and partners, design, develop and refine frameworks programming that contributes to the field of public sector innovation and civic engagement.
  • Advance the Center’s learning and training efforts by designing and developing the methods, playbooks, and implementation tools that strengthen how civic engagement is integrated into public innovation practice in city halls.
  • Oversee the production and dissemination of multiple knowledge products (e.g., case studies) designed to contribute towards the body of knowledge for the field of civic engagement and public innovation.
  • Contribute towards the Center’s standing as a highly respected international thought leader for public innovation and civic engagement practices.
  • Keep abreast of relevant research and emerging practice in the field to identify opportunities for collaboration, amplification, and scholarly engagement to advance the Center’s role as thought leader.
  • Translate emerging practices and insights into case studies, instructional materials and syllabi, practice briefs, implementation guides, conference presentations, and other knowledge products that strengthen the field of public innovation.
  • Manage external consultants and partners supporting curriculum development, instructional design, coaching resources, research, and related workstreams.
  • Coordinate with other JHU centers and external stakeholders to align agendas and support strategic collaborations.
  • Represent the Center to external stakeholders including governments, philanthropy, nonprofit organizations, and academic and public sector leaders.

Minimum Qualifications
  • Bachelor's Degree, preferably in Business, Finance or a related field required.
  • Seven years experience in management, analysis and/or planning operations in a large complex organization.
  • Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Experience managing donor-funded programs and initiatives
  • Demonstrated ability to translate research and data into actionable strategy and programmatic recommendations
  • Experience managing complex, multi-stakeholder projects involving government leaders, community organizations, and philanthropic partners
  • Strong written and verbal communication skills, especially the ability to distill complex information for varied audiences and across diverse stakeholders
  • Strong communications skills to serve as a persuasive representative for programs with cities, partner organizations, and students at public forums and elsewhere
  • Comfort with ambiguity and ability to work independently in fast-paced, evolving environments
  • Experience managing teams and coordinating with external partners.
