We are seeking an Associate VP & Deputy Treasurer to serve as a strategic financial leader responsible for advancing the University’s treasury function through innovative financial management, technology enablement, operational excellence, and data-driven decision making. Reporting to the Vice President, Chief Financial Officer and Treasurer, this role oversees the University’s capital structure, liquidity management, banking relationships, debt portfolio, and treasury operations while driving continuous improvement initiatives that enhance efficiency, transparency, risk management, and service delivery across the institution.

As a member of the University’s senior financial leadership team, the Associate Vice President and Deputy Treasurer partners closely with finance, operations, technology, investment, and academic leaders to modernize treasury processes, leverage emerging technologies including artificial intelligence (AI), and optimize financial systems to support the University’s strategic priorities.

Specific Duties & Responsibilities

Capital Structure, Debt, and Liquidity

• Guide the capital structure of the University, providing cost-effective solutions for the financing of capital projects on a short-term and long-term basis and managing the University’s overall liquidity position.

• Lead JHU’s external debt program, which includes the potential issuance and ongoing oversight of taxable and tax-exempt bonds, commercial paper, derivative structures, bank credit facilities, and working capital lines of credit.

• Direct debt forecasting and management associated with the University’s capital plan.

• Manage the University Central Bank’s internal loan portfolio to ensure alignment of internal and external debt service commitments and work with divisions to incorporate debt service and debt program management into their operating and capital planning.

• Manage JHU’s investment and commercial banking relationships, as well as the University’s relationship with credit rating agencies.

• Serve on behalf of the Vice President, Chief Financial Officer and Treasurer as Secretary to the Trustee Debt Subcommittee of the Finance Committee.

Cash, Banking, and Treasury Operations

• Direct cash management and cash forecast planning; work with the Vice President, Investments and Chief Investment Officer and the Investment Office team to optimize the management of the University’s cash and short-term investment portfolio.

• Oversee the University’s domestic and international bank account activity, including opening and closing of accounts, adding and deleting services, and negotiating all contracts.

• Ensure compliance with all regulations relating to domestic and international banking accounts.

• Work with staff from Development and Alumni Relations to process gifts of publicly traded securities, including their liquidation, and maintain records of proceeds and beneficiaries.

• Work with the Vice President, Investments and Chief Investment Officer on cash, liquidity, and other treasury-related matters.

Process Improvement and Operational Excellence

• Lead continuous process improvement initiatives using technology and industry best practices to streamline treasury operations and reduce manual effort.

• Evaluate and redesign business processes to improve controls, scalability, compliance, and customer service.

• Develop and monitor key performance indicators (KPIs) and operational metrics to measure treasury effectiveness and drive accountability.

• Foster a culture of innovation, operational excellence, and continuous improvement across the Treasury organization.

Workday Financials Leadership

• Serve as a strategic leader in the ongoing enhancement and optimization of Workday Financial Management and related enterprise platforms.

• Lead treasury-related Workday initiatives, integrations, upgrades, and process redesign efforts.

• Partner with stakeholders across Finance, Procurement, Payroll, and Information Technology to maximize system capabilities and improve the end-user experience.

• Leverage Workday reporting, dashboards, and analytics capabilities to strengthen financial visibility and operational effectiveness.

Digital Finance Transformation and Technology Leadership

• Lead treasury modernization efforts through the implementation and optimization of financial technologies, treasury management platforms, and enterprise systems.

• Partner with Finance, Information Technology, and business stakeholders to identify opportunities for automation, workflow optimization, and enhanced financial reporting.

• Champion the use of artificial intelligence, predictive analytics, robotic process automation (RPA), and advanced data tools to improve cash forecasting, liquidity management, risk assessment, and operational efficiency.

• Establish a treasury technology roadmap aligned with institutional priorities and industry best practices.

• Drive data governance, data quality, and reporting initiatives that support timely and informed decision making.

Required Competencies

• Strategic financial leadership with a strong understanding of treasury, banking, capital markets, liquidity management, and financial risk management.

• Advanced analytical capabilities, with experience using data, predictive modeling, and AI-enabled tools to inform decision making.

• Demonstrated success leading digital transformation and technology-enabled process improvement initiatives.

• Strong knowledge of enterprise resource planning (ERP) systems, treasury management systems, and financial data architecture.

• Ability to translate complex financial and technical information into actionable business insights.

• Proven change-management and stakeholder-engagement skills in complex, decentralized organizations.

• Bachelor’s Degree in Finance, Accounting, Business, Economics, or a related field required.
• Minimum of 8–10 years of progressively responsible treasury, banking, finance, or capital markets leadership experience, preferably within higher education, healthcare, government, or similarly complex organizations.
• Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.

• MBA or Master’s Degree in Finance, Business Administration, Accounting, Information Systems, Data Analytics, or a related discipline preferred.

• Demonstrated experience leading or supporting large-scale ERP implementations, preferably Workday Financials, including process redesign, change management, testing, training, and post-implementation optimization.

• Experience leveraging artificial intelligence, advanced analytics, automation technologies, and data visualization tools to improve financial operations and decision making.

• Proven record of leading business process transformation initiatives that deliver measurable improvements in efficiency, effectiveness, controls, and stakeholder experience.

• Strong understanding of digital finance trends, treasury technologies, financial systems integrations, and emerging technologies.

• Demonstrated success building and leading high-performing teams through periods of organizational and technological change.

• Knowledge of tax-exempt financing, debt management, liquidity management, short-term investments, and banking operations.

The expected base salary range for this position is $325,000-$400,000. This position may be eligible for a discretionary bonus. Therefore, the actual compensation paid to the selected candidate may vary slightly from the salary range stated herein.
