Overview
Kimley-Horn has an opportunity for a motivated NEPA Project Manager to join our Infrastructure Team in Raleigh, North Carolina (NC), with a focus on aviation projects! This is not a remote position.
Responsibilities
- We are seeking a NEPA specialist with background in managing projects, business development, managing relationships with clients, supporting and leading NEPA planning projects, and leading and mentoring team members.

- Leadership responsibilities include:
- Lead a team while building and managing relationships with key clients.
- Operate with integrity and sound business principles.
- Provide practice vision, business planning and strategy, establishing goals, building and maintaining positive client relationships.
- Open communication with partners and team, along with growing and directing an Aviation NEPA practice.
- Manage projects profitably, transition work to qualified staff, grow and mentor staff, help recruit, and be a positive role model.
- Facilitate communication and collaboration with clients, government agencies, landowners, and other relevant stakeholders.
- Develop documents compliant with National Environmental Policy Act (NEPA) for the Federal Aviation Administration, Federal Highway Administration, and other federal agencies
- Collaborate with design and planning teams to determine impacts, identify minimization and avoidance measures, and develop mitigation solutions for infrastructure projects
- Ensure that the project is executed with a high level of quality and meets the client's expectations.
- Prepare project work plans, risk assessments, project management plans, quality management plans, and other documents to guide team development and process
- Assist in monitoring project progress, budgets, and schedules

Qualifications
Required Qualifications
- 8+ years of relevant environmental planning experience
- Bachelors Degree or higher in civil engineering, environmental science, planning, or other related degree.
- Experience preparing documents compliant with the NEPA at the Categorical Exclusion and Environmental Assessment level
- Provide high quality deliverables with exceptional client service
- Business development and marketing experience including writing proposals, scopes of work, and budgets for projected work.
- Ability to work in a team environment and effectively communicate at all levels of the organization
- Experience leading, mentoring and managing staff in a positive manner
- Excellent verbal and written communication skills, with the ability to present technical information clearly and concisely
- Strong organizational skills and the ability to manage multiple projects simultaneously while meeting deadlines
- Ability to create and manage schedules for complex projects and teams
- Proficiency in using Microsoft software including Word, Excel, and PowerPoint
- Commitment to staying updated on industry trends, regulations, and advancements in environmental planning
Preferred Qualifications
- 12+ years of relevant environmental planning experience
- Professional license or certification such as Professional Engineering (P.E.) license or American Institute of Certified Planners (AICP) certification
- Experience working on projects at airports or space ports
- Experience preparing documents compliant with NEPA at the Environmental Impact Statement level
