Microsoft Treasury supports the digital transformation journey of Microsoft’s customers, partners & vendors by providing competitive credit and payment solutions to support revenue growth while managing credit risk.

We are a compliance first organization with customer obsession and deal economics focus. We support over $150B in trade and receivables and $11B in payment solutions per year in global markets. The team is also charged with managing over $130B of investment portfolio, currency risk, bank account infrastructure and business risk insurance.

The Senior Outsourcing Manager will own outsourcing service delivery and governance in a newly created Payments Institution based in Dublin, Ireland. You will act as a senior program leader who shapes how Microsoft manages risk across our intra-group and third-party vendor relationships. You will operate with a high degree of independence, applying your deep program management expertise to lead highly complex outsourcing programs aligned to Central Bank of Ireland (CBI) requirements and Microsoft’s broader business priorities.



Responsibilities
  • Own outsourcing service delivery and governance. Own outsourcing service delivery and governance across the organization, maintaining the CBI outsourcing register and overseeing intra-group and third-party vendor risk end to end. Lead a portfolio of outsourcing projects, including the project plan, Responsible Accountable Consulted Informed framework, timelines, milestones, financial management, performance metrics, and resource needs for highly complex programs.

  • Define and track success criteria. Design and maintain high-quality KPI monitoring, proposing metrics to detect and escalate outsourcing issues early. Prepare reports for committees and senior management that highlight risks and remediation progress, and use scorecards and real-time dashboards to monitor program health and ensure activities align with business and program objectives.

  • Lead program landscape research and design. Perform program landscape research and analysis — internal and external market, sales, delivery — and examine business insights and trends to stay current, agile, and competitive. Lead others who work with cross-functional stakeholders to design security-, privacy-, and regulatorily-compliant outsourcing programs from initiation to delivery.

  • Identify, scope, and improve programs. Identify and scope opportunities to develop new outsourcing programs and improve current ones impacting the broader unit. Lead root-cause analysis, define the program strategy, gather requirements, build the project plan, and work across teams to align on the plan of record — driving simplification, optimization, and the sunset of programs that no longer meet objectives.

  • Define and track success criteria. Lead the defining and tracking of success criteria (ROI, SLAs, OKRs, KPIs) and performance metrics (quality, adoption, usage, impact, effectiveness). Lead the synthesis of data analytics and scenario analyses to derive insights, identify current and future program risks and mitigation plans, and surface opportunities for streamlining and optimization.

  • Support contracting. Support contract negotiations and coordinate contract content with CELA and key stakeholders, ensuring outsourcing agreements reflect regulatory obligations, risk-management standards, and Microsoft’s broader business objectives.

  • Champion and communicate programs. Share expertise to communicate highly complex outsourcing programs to stakeholders, partners, and suppliers to gain buy-in. Share best practices to define and execute on landing and communication plans, lead the rhythm of business during plan execution, and adapt communication style and storytelling to audience and business needs.

  • Lead change and influence sponsorship. Use direction and strategy from leadership to advocate and influence sponsorship of outsourcing initiatives, leading the vision and strategy for change. Ensure buy-in and adoption using change management methodologies, identify training and reskilling needs in partnership with HR, and partner with BPO vendors to ensure their contractors have the proper skills and capabilities Microsoft requires.

  • Support audits and regulatory reviews. Support audits, regulatory reviews, and inspections by providing clear evidence of control and oversight of outsourcing arrangements.



Qualifications

Required Qualifications:

  • A Bachelor’s degree in Business, Operations, Engineering, or a related field, and solid demonstratable experience in program management, outsourcing, vendor management or operations, procurement ; OR equivalent professional experience in lieu of the qualification.

  • Demonstrated experience leading complex outsourcing or vendor-management programs end to end within a large, complex organisation, including portfolio planning, KPI design, Service delivery management, and risk and remediation reporting to senior management.

  • Proven ability to engage credibly with senior stakeholders, regulators or external auditors, with the ability to communicate complex contract, program and contractual concepts clearly to non-specialist audiences.

Preferred Qualifications:

  • Master’s degree in Business, Operations, Engineering or a related field with demonstratable relevant experience in program management, outsourcing, vendor management or operations.

  • Prior experience supporting or leading contract negotiations alongside legal teams and aligning vendor agreements to regulatory obligations.

  • Prior experience in financial services, payments, technology, cloud services or online platforms sectors.

  • Exposure to CBI or EBA outsourcing requirements, PSD2, or other regulated outsourcing regimes.

  • Working proficiency in a second European language is desirable but not required; all working communications can be conducted in English.



Business Program Management IC5 - The typical base pay range for this role across Ireland is € 101,100.00 - € 151,700.00 per year. Certain roles may be eligible for benefits and other compensation.
