We are seeking a highly organized and detail-oriented Commercial Contracts Manager to support sales, contracting, procurement, invoicing, reporting, fiscal management, and Canadian public sector contract administration for Microsoft Canada. The role coordinates transaction execution, signature workflows, stakeholder communications, compliance, and reporting outside standard commercial operations.
The successful candidate will manage operational controls for complex public sector framework agreements and cloud services programs, including expenditure tracking and reporting. Success requires strong Excel skills, careful execution, and effective partnership with account teams, finance, procurement, licensing, legal, services, partners, and customers.
The ideal candidate understands Microsoft commercial operations and has enough familiarity with the Microsoft product portfolio to assess whether a service is consumption-based in Azure, an online subscription service in Business Applications, or otherwise billed through contractual or licensing constructs. The candidate should also understand, or be able to quickly learn, Azure Prepayment concepts and how they affect contractual and billing administration.

Responsibilities
Contract Administration and Framework Support
- Coordinate administration and execution readiness for public sector framework agreements, cloud programs, and government enrollments.
- Partner across commercial, licensing, finance, legal, procurement, services, account teams, partners, and customers to clarify requirements, remove blockers, maintain documentation, and support auditability and compliance.
Expenditure Tracking and Reporting
- Maintain accurate Excel trackers for expenditure limits, contract capacity, orders, department spend, and supporting documentation.
- Produce recurring reports, escalate compliance risks or documentation gaps, and notify relevant stakeholders when reporting or expenditure thresholds are reached.
Signature and Order Workflow Support
- Manage authorized Canadian signature workflows for orders, statements of work, task orders, cloud authorizations, enrollments, price file changes, amendments, and related documentation.
- Verify completeness, route approvals, track progress, retain supporting records, and support increasing transaction volumes as framework demand grows.
Commercial, Billing, and Contract Assessment
- Apply knowledge of Microsoft products and commercial constructs to assess service categorization, billing, Azure consumption, Business Applications subscriptions, and Azure Prepayment implications.
- Partner with licensing, finance, cloud operations, and account teams to resolve pricing, catalog, invoicing, revenue recognition, provisioning, and contract execution inquiries.
Transaction and Request Management
- Monitor operational mailboxes and coordinate signing, funding, procurement, sales operations, and post-sales requests from intake through completion.
- Prioritize urgent transactions, maintain accurate ownership and status records, reduce backlogs during peak periods, and resolve documentation, enrollment, data quality, invoicing, and routing exceptions.
Operational Reporting and Stakeholder Communications
- Maintain operational records and reporting related to contract administration, order milestones, invoices, expirations, renewals, audit and compliance activities, fiscal close processes, and business reviews.
- Identify recurring issues and process improvement opportunities.
- Facilitate stakeholder meetings, written communications, and escalations to ensure alignment and timely transaction completion.
Qualifications
Required/minimum qualifications
- Bachelor's Degree in Business, Operations, Finance, or related field AND 2+ years experience in program management, process management, or process improvement OR equivalent experience.
Additional or preferred qualifications
- Master's Degree in Business, Operations, Finance, or related field AND 3+ years experience in program management, process management, or process improvement OR Bachelor's Degree in Business, Operations, Finance, or related field AND 5+ years experience in program management, process management, or process improvement OR equivalent experience.
- Eligible to obtain and maintain the required government security clearance after hire; pre-existing clearance is not required.
- Experience coordinating complex workflows, documentation, approvals, signatures, reporting, and cross-functional follow-up.
- Basic understanding of Microsoft cloud and commercial concepts, including Azure consumption, Business Applications subscriptions, billing constructs, and Azure Prepayment.
- Proficiency with Excel, strong attention to detail, clear written and verbal communication, and the ability to manage multiple priorities.
- Advanced degree or additional relevant experience in program management, operations, finance, process improvement, or contract administration.
- Experience with Canadian public sector frameworks, shared services, licensing, contracting, procurement, or commercial administration.
- Familiarity with Microsoft Volume Licensing, Enterprise Agreements, cloud operations, invoicing, revenue recognition, catalogue or price-file management, and business intelligence tools.
- Ability to resolve ambiguous post-sales issues, document solutions, identify root causes, and build repeatable processes. English and French bilingual skills are an asset.
Business Program Management IC3 - The typical base pay range for this role across Canada is CAD $69,600 - CAD $132,500 per year.
