Microsoft Cloud Operations + Innovation (CO+I) is the team behind the cloud. CO+I is responsible for delivering over 200 Microsoft web portals, Live and Online Services around the world including infrastructure, security and compliance, operations, globalization, and manageability. The role of the Construction Quality Assurance Manager is to provide technical support and leadership to serves as the intermediary between the general contractor, OEMs, and the project management team to ensure that installation activities meet quality standards, specifications, and regulatory requirements. The manager will act as the primary point of contact and liaison between the General Contractor (GC), vendors and the project management team for all quality assurance and quality control matters related to installation activities. This Manager will obtain and review testing laboratory reports as well as take action for non-compliant test results.

The Construction Quality Assurance Manager will report to the Data Center Construction (DCC) Program Director, and work closely with the GC to develop, distribute, and close out all items in Pre-Substantial Completion Punchlist. Assist with preparation and submittal of all required project close-out submittals and warranties. Include signed transmittal of acceptance of such items.

You will be an effective advocate for managing a safe site and will also collaborate with Microsoft Security, Microsoft IT, Project Engineering, MSFT Customer Experience (CX) teams, and other internal groups to maintain the corporate vision and goals for the Project.

In addition, this position will be responsible for coordinating and reviewing general contractor/vendor performance relative to equipment installation, networking and energization strategies.

Other responsibilities include oversight with maintaining and improving project timelines. Additional tasks include participation in communications plans, and community involvement with support from Data Center Operations (DCOPs), and Data Center Services. The Construction Quality Assurance Program Manager PM works directly for the Director of Field Operations. This leader supports the strategic and tactical delivery of AI data center projects.

Qualifications

Required Qualifications:

  • Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development
    • OR equivalent experience.
  • 2+ years experience managing cross-functional and/or cross-team projects.

Other Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role.

These requirements include but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Additional or Preferred Qualifications:

  • Bachelor's Degree AND 8+ years experience in engineering, product/technical program management, data analysis, or product development
    • OR equivalent experience.
  • 6+ years experience managing cross-functional and/or cross-team projects.
  • 1+ year(s) experience reading and/or writing code (e.g., sample documentation, product demos)
  • 10+ years experience working on data center projects.
  • Field experience providing oversight on construction site work activities.
  • Construction Health & Safety Knowledge.
  • Proven knowledge of project plans, specifications, shop drawings, samples, and testing to assist in quality control management.
  • Understanding of administrative and management principles involved in project planning, resource allocation, leadership technique, production methods, and coordination of people and resources to assist in quality control management
  • Proficient with computer software used in the construction industry.
  • Ability to utilize current programs, as well as the ability to create and administer new NCR documentation program.
  • Ability to manage time efficiently.
  • Ability to communicate in a professional and confident manner, both verbally and in writing.
  • Experience managing teams and large budgets.
  • Work effectively across teams and with equipment coordination, delivery and turnover processes.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $117,200 - $229,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $153,600 - $250,200 per year.

Responsibilities

  • Intentional support of the Safety Culture
  • Proven experience establishing and maintaining effective quality control systems in compliance with contract requirements
  • Develop and maintain a detailed documentation via Non Conformance Report (NCR) process
  • Coordinate closely with the installation contractor and Original Equipment Manufacturers (OEMs) to ensure that installation activities adhere to project plans, specifications, and industry standards.
  • Conduct regular inspections, audits, and quality checks of installation work to identify any defects, deviations, or Non-Conformances and ensure timely resolution.
  • Provide guidance, support, and training to installation personnel, subcontractors, and OEM representatives on Quality Assurance / Quality Control (QA/QC) requirements, best practices, and compliance measures.
  • Monitor and evaluate the effectiveness of QA/QC measures and processes, identifying areas for improvement, implementing corrective actions as necessary and documented via NCRs.
  • Facilitate communication and collaboration among all stakeholders involved in installation activities to address QA/QC issues, resolve conflicts, and ensure continuous improvement.
  • Document and report QA/QC findings, including Non-Conformance, corrective actions, and lessons learned, to project management and relevant stakeholders.
  • Compile and archive all job data upon completion of project.
  • Monitor the delivery of items provided by major vendors and subcontractor.
