Overview

Microsoft Cloud Operations and Innovation (CO&I) is the team behind the cloud. Within CO&I, the Engineering Procurement and Construction (EPC) team is responsible for delivering core datacenter infrastructure for Microsoft’s cloud business. The MS portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects. We are looking for a passionate, high-energy individual to help build the cloud datacenters that power the world’s largest online services. The Construction Manager(s) Key Roles, Responsibilities, and Accountabilities:

  • reports to the Site Director and is responsible for the project delivery to the expectations of Safety, Quality, Predictable Cost, Schedule and Compliance as per the approved project SLAs.
  • manages team's deployment of large-scale, campus, and/or regionally-based delivery solutions while also socializing with sub-regional leaders.
  • represents Microsoft as a safety leader and advocate onsite ensuring adherence to safety standards and regulatory requirements to ensure compliance and aggressive management of risk.
  • has people management responsibilities including driving employee growth and development, executing projects, and managing performance.

Qualifications

Required/minimum qualifications:

Bachelor's Degree or Equivalent in Construction Project Management, Architecture, Engineering, or related field AND 10+ years related experience OR equivalent experience.

Multiple years of progressive responsibility project construction management

Self-starter with demonstrated ability to manage multiple priorities, projects, key initiatives and deadlines simultaneously

Experience managing large scale projects /multiple projects with both localized and virtual teams

Cross-group collaborator and influencer across teams and organizations with proven success in participating in cross-functional teams to deliver on key projects

Must be able to work within a dynamic team of full-time employees and consultants

High personal standard to deliver a thoughtful, polished and quality work product

Ability to independently manage deadlines and support staff

Strong verbal and written communication skills

Excellent client relationship skills

Construction health & safety knowledge

Responsibilities

Budget and Controls

Monitors the approved project budget and provides oversight for project controls (e.g., Project Expenditure Request (PERs), Professional Services Request (PSRs), Change Orders, Pay Applications, etc.).

Provides specific project data supporting cost and key performance indicator metrics, invoices, processes, and policies in order to communicate status to client partners.

Maintain accurate records of all construction activities, including daily logs, progress reports, change orders, and as-built drawings. This documentation is essential for tracking project milestones, identifying areas for improvement, and resolving disputes.

Change Management

Partners with the Internal Cloud Operations + Innovation (CO+I), and other Microsoft key stakeholders (e.g., Design, Cost, etc.) and shares updated process flow information with the project team to ensure new processes are being followed that increase cost savings and improve overall cycle-time and efficiencies.

Drives the timely application and approval of Change Management so not to impact the project schedule.

Coordination and Collaboration

Coordinates meetings and activities of vendors and cost managers and attends scheduled owner/architect/contractor and other project meetings including look-ahead collaboration.

Orchestrates work with internal and external partners to resolve complex issues and ensures schedule predictability to contracted milestones and in doing so may significantly impact global construction projects.

Manages the day-to-day coordination for meetings and activities with vendors, cost managers, and/or owner/architect/contractors.

Facilitates collaboration with other internal Microsoft and site teams.

Working in collaboration with other site personnel for expeditious timely resolution of field queries, issues, and challenges

Drives Results

Drives data centre construction/integration activities on local/campus projects (e.g., new construction, infrastructure improvements) by making timely data-based decisions in partnership with local project teams and stakeholders.

Champions team and project goals, adhering to business processes, engaging vendor relationships when/where applicable, and fostering cross-group collaboration efforts aligned to the project strategy and milestones.

Provides key input on all data centre fit-out related activities, leveraging experiences and technical knowledge to ensure sound and timely data-driven decisions.

Financial Acumen

Applies best practices to identify and incorporate cost-effective solutions to meet project delivery at each site location. Applies influence, strategies, and negotiation skills to identify options and recommend solutions.

Establishes, reviews, and communicates risk mitigation goals and develops metrics, dashboards and/or scorecards to drive progress.

Goal Alignment

Collaborates with internal teams (e.g., Safety, Quality, Engineering, Supply Chain, Operations, Legal, Project Controls, etc.) to maintain the corporate vision and goals for the project.

Managing Resources

Management of resources/talents assigned to the project (CSA/MEP Superintendent, Quality Manager, Energy Marshall, Logistic Coordinator/Project Engineer, Planner and ITIM)

Confirms the scoped resources (e.g., people, materials, equipment) are available for the job.

Reviews and provides feedback to the team and subregional management regarding resource procurement, allocation, and human capital resources for future upcoming projects.

Project Management

Drives data center construction/integration activities on local/campus projects (e.g., new or retrofit data center facilities) and provides key input on all data center fit-out related activities, leveraging experiences and technical knowledge to ensure sound and data-driven decisions.

Demonstrate visible leadership in the field by walking the jobsite daily to ensure compliance with safety, quality and schedule and progress.

Facilitates the delivery of local projects by making timely data-based decisions in partnership with local project teams and stakeholders.

Holds their team(s) accountable for on-schedule delivery of projects by ensuring project progress reports including scope, schedule, resources, and budget are provided.

Understands the project and Microsoft specifications and expectations and ensure delivered as per the guidelines.

Project Tracking

Provides specific project data supporting cost and key performance indicator (KPI) metrics, invoices, processes, and policies in order to communicate status to client partners. Reports on project progress regarding scope, schedule, standards, and budget.

Assists with the monitoring of vendor and/or contractor performance, ensuring compliance with contracts and prior audit results.

Risk Mitigation

Reviews and assists with developing risk mitigation activities and communicating metrics, dashboards and/or scorecards to track and drive progress.

Analyzes safety metrics and communicates results to leadership to drive action and accountability.

Safety and Regulation

Represents Microsoft as a safety leader and advocate onsite ensuring adherence to safety standards and regulatory requirements (e.g., Occupational Safety and Health Administration [OSHA], or equivalent) to ensure compliance and aggressive management of risk. Conducts routine safety program, project, and contractor audits, and performs and participates in incident investigations.

Reviews safe worksite(s) by adhering to organizational, industry procedures, and global safety policies.

Perform site walks every day and track project’s progress on schedule, quality, and safety. Work closely with the site safety lead and contractors to reinforce safety culture at site. Manage, monitor, and accountable for the construction scope, progress, execution, schedule, and cost as per approved baseline document.

Attends and advises weekly High-Risk Activity Lookahead meetings and weekly/monthly site safety walks with the site team.

Instigates site worker welfare initiatives and Women @ Construction events with the site team.

Work closely with the MSFT Safety Manager in developing safety initiatives and awards programs to give the clear message of how high Safety of the workers and site is held at Microsoft.

Quality and Commissioning

Ensure that all CSA and MEP works meet the highest quality standards and comply with relevant codes, regulations, and specifications.

Work closely with the quality lead to document, report, and reinforce non-conformance remediations and resolution of issues.

Support commissioning, start-up, troubleshooting and handover of the project to operations team.

Implement Lessons Learned

Technical Acumen

Reviews engineering documentation/designs, site, and building plans by examining and analyzing technical information. Identifies potential risks/gaps and recommendations to teammates and/or other internal partners.

Analyzes and recommends delivery options from a technical standpoint based on best practices and trends, supports the development and implementation of all organizational procedures and standards, and ensures they are followed by all team members and vendors.

Vendor Management

Leads the day-to-day management of contracted vendors (e.g. GC, Consultants, Equipment suppliers) accountable to their contracted deliverables.

Assists with the monitoring of vendor and/or contractor performance, ensuring compliance with contracts and prior audit results.

Reviews vendor performance relative to cash flow and budget summaries (with the cost management team) and clarifies those reports in presentations to the delivery and executive teams.

Vendor Selection

Assists with preparing Request for Proposal (RFPs), Project Expenditure Requests (PERs), and other project approval tools and templates.
