Microsoft Cloud Operations and Innovation (CO&I) is the team behind the cloud. Within CO&I, the Engineering Procurement and Construction (EPC) team is responsible for delivering core datacenter infrastructure for Microsoft’s cloud business. The MS portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects. Role Summary
- The DC Procurement Manager- Projects is a site-based role which maintains and executes sourcing strategies for complex projects and/or purchasing opportunities.
- Integrates business specifications for complex purchasing areas into request for information and/or request for proposal processes.
- Applies an understanding of procurement policies.
- Ensures adherence to policy, educates stakeholders and suppliers on policy compliance, and drives the remediation and resolution of sourcing issues.
- Collaborates with senior Procurement stakeholders to ensure awareness of Service Level Agreements (SLAs) and/or defined milestones and deliverables, and to drive timeliness and consistency across supply chain requests.
- Identifies issues related to procurement requests and collaborates with business and engineering partners.
- Creates contract execution plans, defining control processes and approaches.
- Drives early business engagements for highly complex business areas or purchasing categories.
- Manage supplier activity and progress across multiple accounts and complex purchasing categories, developing and executing supplier account plans detailing mutual priorities and focus for the supplier relationship for the upcoming period.
Qualifications
Required Qualifications:
- Bachelor’s degree in engineering, Management, Supply Chain or related field and 6+ years’ experience in Project Management, Supply Chain, and Operations.
- Strong commercial understanding of Product & Capital Equipment procurement.
- Extensive experience in Sourcing, procurement and Project management is an essential requirement for this role.
Preferred Qualifications:
- Hyperscale data center or large building construction experience in an owner or general contractor capacity
- Knowledge of data center industry and experience managing a variety of project delivery methods - ability to lead a project team in defining risk and developing the appropriate contracting.
- High energy and drive to achieve results in midst of ambiguity and matrixed org.
- Excellent communicator that can interact with diverse groups across organizational levels.
- Ability to implement new processes and get buy in from a cross functional team.
- Must be able to drive & execute sourcing strategy and supply chain execution for multiple categories.

Responsibilities
Compliance
- Collaborates with senior Procurement stakeholders to ensure awareness of Service Level Agreements (SLAs) and/or defined milestones and deliverables, and to drive timeliness, accuracy, quality, and consistency across supply chain requests.
- Serves as subject matter expert on the SLA, milestones, and/or deliverables, and manages any escalations related to policy non-compliance.
- Leverages data to anticipate and mitigate risk and negative business impacts by ensuring compliance with agreed-upon terms, communicating delay potential to stakeholders, and driving the execution of contingency plans cross-functionally and/or cross-regionally as needed.
- Leads decision making around the execution and evolution of various workstream processes, identifies and seeks solutions to compliance areas/gaps, and influences leadership to drive change internally and/or externally.
- Ensures adherence to policy, educates stakeholders and suppliers on policy compliance, and drives the remediation and resolution of sourcing issues.
Sourcing
- Creates, maintains, and executes multi-year sourcing strategy for several complex projects and/or purchasing opportunities, optimizing costs, ensuring continuity of supply and/or services, and driving benchmarking and alignment across Microsoft.
- Works cross functionally with senior stakeholders and consult with other industry experts to inform strategy with a global view.
- Leverages end-to-end sourcing and procurement expertise and benchmark data to identify, revise, and influence the definition of business requirements, manage conflicting priorities and tradeoffs, and resolve escalations to execute on sourcing strategies and solutions.
- Manages, and improves supplier evaluation frameworks, identifies gaps or trends across supplier strategic business and performance reviews, and drives corrective actions.
- Partners with suppliers to drive innovation and improvement, transform operational capabilities, and proactively identify and manage risk.
- Evaluates procedural, operational, and/or environmental factors across categories, accounting for key stakeholder relationships and dependencies, analyzing root causes of issues, linking insights to improvement strategies, and influencing the adoption of needed improvements.
Data Center Procurement & Equipment Supplier Management
- OFCI Management & Quality Assurance:
- Help facilitate the MEP/OFCI (Owner Furnish Contractor Installed) equipment once delivered to site, including inspections and appropriate sign offs.
- Address quality-related issues as they arise and report to the quality team and category management as appropriate.
- Supplier Engagement & Performance:
- Manage post award site delivery scheduling, on-time delivery performance, and reporting.
- Communicate scheduling delays from OFCI equipment suppliers to relevant stakeholders.
- Oversee site specific Procurement performance and collaborate with both internal and external partners to proactively resolve issues.
- Manage technical risk management of design including timelines, SLA/KPI’s to avoid disruption to site timelines
- Field Service Technician/Engineer Management (OEM):
- Support “Field Technical Services Resource Manager” and oversee Supplier labor management in coordination with General Contractor, Scheduling Teams, and Internal supply chain teams to align schedules and deliverables.
- Support “Field Technical Services Resource Manager” in negotiations and manage any change orders for overtime, schedule compression and acceleration as needed.
- Change Order Management:
- Initiate Change Order post POs
- Monitor and mitigate the impact of change orders to the project, and partners cross-functionally to resolve/escalate accordingly.
- Attend cost/change management meetings after delivery to ensure any changer orders of additional equipment are executed promptly and timely.
- Support Claims negotiations with the detailed understanding of the contractual conditions and partner with regional claims to settle or escalate.
The role is responsible for partnering with the broader Global Supply Chain teams including Planning & Analytics, Procurement, Supplier Quality and overall Special Projects team to ensure on time delivery to meet the on-time delivery for a large, complex capital project
Stakeholder Collaboration
- Drives early business engagements for highly complex and/or undefined business areas or purchasing categories with cross functional leadership including product design, quality, and business teams, to share best practices, influence decision-makers, drive action, and optimize sourcing strategies, business requirements, spend, and short- and long-term priorities.
- Manages supplier activity and progress across multiple accounts and complex purchasing categories, developing and executing supplier account plans detailing mutual priorities and focus for the supplier relationship for the upcoming period.
- Trains external stakeholders during onboarding and identifies engagement programs to improve supplier performance to achieve business goals.
