Overview

Microsoft’s IC3 Messaging team powers billions of real-time and asynchronous communications across Microsoft 365, including Teams, Outlook, Skype, and Dynamics. As a Senior Technical Program Manager, you will play a pivotal role in driving platform reliability, scalability, and innovation across mission-critical messaging services.

Qualifications

Required Qualifications:

  • Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development
    • OR equivalent experience.
  • 2+ years of experience managing cross-functional and/or cross-team projects.
  • Demonstrated success in leading large-scale technical programs within cloud services or enterprise communication platforms.
  • Skilled in influencing cross-functional teams, driving consensus in matrixed environments, and excelling in communication and organizational effectiveness.

Other Requirements:


Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications:

  • Bachelor's Degree AND 8+ years experience in engineering, product/technical program management, data analysis,
    • OR product development
    • OR equivalent experience.
  • 6+ years of experience managing cross-functional and/or cross-team projects.
  • 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).
  • 8+ years of experience managing cross-functional and/or cross-team projects.
  • Familiarity with Microsoft Azure Communication Services and M365 platform architecture.
  • Experience working in high-scale environments with Tier 0 service expectations.
  • Prior exposure to IC3 or similar platform services within Microsoft.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.

Responsibilities

  • Program Leadership: Own end-to-end delivery of complex technical programs across IC3 Messaging, including planning, execution, and cross-team coordination.
  • Engineering Partnership: Collaborate closely with engineering teams to define technical requirements, prioritize workstreams, and ensure alignment with architectural standards.
  • Stakeholder Engagement: Partner with product managers, architects, and business operations to align priorities and communicate program status and risks.
  • Data-Driven Execution: Use telemetry, incident analysis, and service dashboards to inform decisions and improve operational excellence.
