European Government Affairs Team Overview

The European Government Affairs (EGA) team is Microsoft’s primary interface with European institutions, policymakers, and stakeholders. EGA advances Microsoft’s public policy objectives, fosters constructive dialogue, and builds trusted relationships across Europe. Operating at the intersection of technology, policy, and business, EGA provides strategic guidance and operational support to ensure Microsoft’s perspectives are represented on key regulatory and legislative issues. The team drives operational excellence and compliance, enabling effective engagement on digital transformation, artificial intelligence, sustainability, resilience, cybersecurity, and other priority areas. EGA collaborates with policy teams in Brussels, and across the EMEA region, as well as the with Redmond based colleagues and the Government affairs team in Washington DC; - ensuring Microsoft’s positions are well-represented and aligned with both regional and global strategies. The EGA team in Brussels is seeking a Manager to support our third-party partnership engagement and the execution of strategic campaigns.



Responsibilities

Advocacy campaign management

  • Supports the design and delivery of European digital policy advocacy strategies and campaigns that advance our key policy priorities (on e.g. AI diffusion, resilience) in fastmoving and often ambiguous political, policy, and industry environments.
  • Works closely with internal stakeholders—including EGA teams, colleagues in European capitals, Redmond, business teams, and our Washington, DC office—to ensure alignment and effective execution of these advocacy efforts.
  • Demonstrates strong project management capabilities, ensuring high-quality and timely delivery across complex, multistakeholder initiatives.
  • Contributes to the development of high-impact advocacy materials, including narratives and internal and external briefings.

Third-party engagement

  • Supports the team lead in shaping and executing Microsoft’s third-party engagement strategy in Brussels and ensuring effective amplification across key European capitals.
  • Builds and strengthens strategic relationships with influential non- governmental stakeholders — including think tanks, academics, trade associations, industry partners, and civil society — to advance Microsoft’s policy priorities across Europe.
  • Oversees Microsoft’s participation in relevant trade bodies, think tanks and other policy-focused organisations, ensuring consistent and impactful representation.
  • Helps GA colleagues across Europe leverage European third-party partnerships to support shared advocacy objectives.
  • Maintains a strong, proactive network of non-governmental stakeholders in coordination with European Government Affairs teams, positioning Microsoft as a trusted advisor on digital policy and competitiveness.
  • Develops and maintains an intelligence network that gathers, analyses, and shares insights from external and internal sources to inform Microsoft’s policy engagement and business priorities.

Messaging/communications

  • Leads the development of strategic messaging across a wide range of digital policy issues—working closely with Communications and Policy teams—to support senior executive briefings ahead of high-profile events and bilateral meetings in Brussels and across Europe.
  • Adapts narratives and talking points to resonate effectively with diverse target audiences.
  • Leverages internal and external resources to advance Microsoft’s priorities and strengthen advocacy impact.

Representing Microsoft

  • Represents Microsoft and communicates our perspectives with key partners at influential trade association and think tank meetings, strengthening our presence and thought leadership in the EU policy space.
  • Supports executive engagement and participation in European and international events.

Qualifications

Required Qualifications

  • Bachelor’s degree in Public Policy, Public Administration, Political Science, or a related field, along with demonstrable experience in government affairs, corporate affairs, public policy, or government—gained within an inhouse role, consultancy, or public institution.
  • Relevant understanding of the EU policy ecosystem, supported by a demonstrable network across think tanks and trade associations engaged in technology policy.
  • Demonstrable knowledge of the EU digital landscape, with the ability to navigate complex and fast-evolving issues without requiring subject-matter expertise in specific policies.
  • Demonstrable experience developing and managing strategic partnerships to shape and influence public, regulatory, and technology policy priorities.
  • Demonstrable experience influencing, developing, or supporting public policy or political advocacy campaigns.

Preferred Qualifications

  • Proficiency in written, reading, and conversational English as all business operations as well as customer communications are conducted in English.
