Within CO+I, the CO+I Engineering organization delivers the engineering ecosystem that enables datacenter capacity delivery and operations at global scale. Inside CO+I Engineering, the CPMD organization leads product strategy, platform development, cross-functional delivery, and service reliability for the systems that power Microsoft’s cloud growth.

We are seeking a Principal Technical Program Manager with deep expertise in Data Management, including master data, metadata management, reference data, and document lifecycle controls, to lead high‑impact, cross-functional programs that strengthen the integrity, usability, and compliance of CO+I’s critical data assets. This role will drive the strategy, roadmap, and execution of enterprise-wide initiatives that unify master data domains, align authoritative sources, modernize metadata and cataloging capabilities, and streamline document and content workflows across the CO+I ecosystem.

Responsibilities

As a Principal Technical Program Manager (TPM), you will lead the definition, development, and execution of enterprise-scale Master Data and Document Management solutions that enable end-to-end data center capacity delivery across the CO+I organization. You will drive programs that modernize how CO+I manages authoritative master data, controlled documents, and the critical information flows that support design, construction, operations, compliance, and AI readiness. In this role, you will partner closely with engineering, business stakeholders, and domain experts to lead initiatives from early strategy through execution. You will define and implement state‑of‑the‑art processes and platform capabilities for master data lifecycle management, data quality, reference data, document control, and compliance, ensuring accuracy, consistency, and trust across systems.

As a Principal TPM, you will:

  • Identify complex opportunities and systemic gaps across master data domains and document lifecycle processes, then collaborate with engineering, compliance, operations, and business teams to evaluate solution options and define a unified roadmap for modernizing data and document management capabilities.
  • Partner with Business and Software Engineering to design scalable, secure, and standards‑driven technical solutions across master data, metadata, taxonomy, document control, and integration feature areas. Proactively identify risks related to data quality, lineage, migration, and compliance, and drive mitigation strategies grounded in data insights.
  • Define success criteria for master data accuracy, data quality uplift, document lifecycle reliability, governance maturity, and user experience improvements. Build strong cross-functional relationships and ensure alignment on implementation plans for complex enterprise-wide features.
  • Deliver roadmap outcomes across multiple feature groups, including master data lifecycle enhancements, reference data services, controlled document workflows, and integration with platforms such as MDM Solution, Digital Asset Solution, SharePoint, and Microsoft Purview. Track schedules, manage program governance, oversee release planning, and drive execution across engineering and business functions.
  • Drive continuous improvements by validating use cases and writing test cases. You’ll also lead teams to partner with other departments to collect performance metrics, drive customer support, and lead direct customer / user engagements.

Qualifications

Required Qualifications:

  • Bachelor’s Degree and 6+ years' experience in engineering, product/technical program management, or product development OR equivalent experience.
  • 3+ years of experience managing cross-functional and/or cross-team projects.

Background Check Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications:

  • Bachelor's Degree AND 12+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 8+ years of experience managing cross-functional and/or cross-team projects.
  • 5+ years experience and delivering end-to-end distributed systems.
  • Experience in cloud infrastructure management
  • Analytical skills to analyze data, identify trends, and make data-driven decisions. Ability to diagnose and guide teams to troubleshoot issues, solve complex problems, and propose innovative solutions.
  • Experience leading complex data management, document management, MDM, or data platform initiatives.
  • Demonstrate proficiency in interpersonal, communication and presentation skills.

Technical Program Management IC5 - The typical base pay range for this role across the U.S. is USD $139,900 - $274,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $188,000 - $304,200 per year.
