Microsoft has an exciting opportunity for a Senior Technical Program Manager (TPM) on our sovereign cloud AI team. Our team delivers secure, compliant, and mission critical AI services that power the U.S. government and national security community. You’ll join a group that blends customer obsessed product thinking with deep technical rigor to deliver reliable, scalable AI capabilities in highly regulated environments. As a Senior Technical Program Manager (TPM), you will own execution across multiple areas, driving clarity, alignment, and technical progress across engineering and partner teams. You will shape program direction through data informed insights, define success metrics, reduce ambiguity, and ensure on time, high quality delivery. You will also engage with customers and stakeholders to ensure program outcomes reflect real user needs and business objectives.

Responsibilities
- Drive technical programs across multiple feature areas, partnering with engineering teams to design solutions, identify risks, and propose data‑driven mitigations.
- Define success criteria, engineering requirements, and implementation relationships for complex cross functional projects with varied technical dependencies.
- Coordinate execution across organizations, ensuring alignment, clarity on priorities, and smooth program delivery across partner teams.
- Deliver the roadmap for multiple feature groups, manage project schedules, track progress, and develop phased delivery and staging/implementation plans.
- Lead continuous improvement cycles, validating use cases, defining test cases from scratch, and driving quality through structured program reviews.
- Partner with cross functional teams to collect performance metrics, analyze results, and reinforce data informed decision making throughout the program lifecycle.
- Engage directly with customers and stakeholders, supporting customer facing interactions, surfacing insights, and ensuring program outcomes meet business and user needs.
Qualifications
Required/Minimum Qualifications
- Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
- 2+ years of experience managing cross-functional and/or cross-team projects.
- The successful candidate must have an active U.S. Government Top Secret Clearance with access to Sensitive Compartmented Information (SCI) based on a Single Scope Background Investigation (SSBI) with Polygraph. Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. Failure to maintain or obtain the appropriate U.S. Government clearance and/or customer screening requirements may result in employment action up to and including termination.
- Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.
- Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
- Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport, or other approved documents, or verified US government Clearance
Preferred/Additional Qualifications
- Bachelor's Degree AND 8+ years experience engineering, product/technical program management, data analysis, or product development OR equivalent experience.
- 6+ years of experience managing cross-functional and/or cross-team projects.
- 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).
- Technical aptitude to learn new technologies quickly.
- Familiarity with engineering practices, telemetry-driven insights, and scenario-based problem solving.
- Proven ability to influence outcomes in ambiguous, fast-paced environments, and engage executive stakeholders.
- Exceptional verbal and written communication skills for engineering, executive, and customer audiences; situational awareness and adaptability for diverse stakeholder groups.
- Experience introducing new approaches to complex challenges, balancing rigor and governance with speed and innovation.
- Understanding of government customer needs, differentiating technologies, and partner ecosystems to leverage solutions for customer success.
Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.
