Job/Group Overview:

The Group Infrastructure Services (GIS) department is responsible for the implementation, deployment and support of technology infrastructure services including private and public cloud, Windows and mobile endpoints, messaging and collaboration tools, voice communications, multimedia, data centres and networks across the Nomura group of companies.
Group IT Roadmap is a large-scale transformation program which aims to modernize and standardize the entire business facing application stack for our group companies within Japan, including Nomura Asset Management, Nomura Trust Bank and others.
GIS is looking to hire a Program Manager at the VP level to support the Group IT Roadmap.
Responsibilities:
As a Program Manager in GIS, you will play a pivotal role in driving the successful delivery of IT infrastructure projects under the Group IT Roadmap. You will engage with cross-functional teams, lead stakeholder communication, and ensure that projects meet scope, timelines, and budgetary goals. Your expertise will help shape the infrastructure landscape for Nomura in Japan and contribute to the ongoing digital transformation.
What you’ll be doing:
  • Lead the planning, delivery, and overall management of multiple IT infrastructure projects for our Group IT Roadmap program.
  • Oversee a team of project managers and PMO professionals, for which you would have management responsibility and scale up and down as the projects demand.
  • Work closely with internal teams, business partners, vendors, and other stakeholders to coordinate efforts and make sure everyone is aligned.
  • Create and maintain project schedules, track risks and issues, and keep communication flowing to all relevant parties.
  • Monitor project status and performance metrics, sharing regular updates and raising concerns to senior leadership when needed.
  • Manage budgets and resources carefully, balancing costs with delivery quality to meet project goals.
  • Help teams make decisions by bringing together technical details and business needs with guidance from stakeholder governance conversations.
  • Ensure compliance with internal controls, security policies, and regulatory requirements.
  • Encourage an open, supportive team environment where diversity is valued and everyone’s voice is heard.
  • Support continuous improvement initiatives, including lessons learned reviews and process refinements post project delivery.

Requirements:
<Mandatory>
  • Experience managing IT infrastructure programs or projects, at enterprise scale and/or within complex organizations.
  • Good knowledge of IT infrastructure technologies ― public and private cloud platforms, networks, data centers ― ideally in financial services or similar sectors.
  • Strong skills in juggling multiple projects, coordinating with different teams, and communicating clearly with everyone from team members to top management.
  • Solid experience with program management methodologies, tools, and techniques, including risk and issue management, budgeting, and resource planning.
  • Excellent communication and people skills to build strong working relationships across diverse teams.
  • Bachelor’s Degree in Information Technology, Computer Science, Business Management or a related field.
  • Comfortable communicating in both English and Japanese for working effectively in our international and local teams.
  • A results-driven approach, positive attitude, and good problem-solving skills.
<Preferred>
  • Program Management certifications, PMP or similar qualifications.
  • Experience working on transformation programs or modernization efforts within the banking and/or asset management sectors.
  • Working knowledge of AWS public cloud, VMWare private cloud; and SharePoint Online, Box, or other document management solutions.
  • Understanding of enterprise scale identity management and authentication mechanisms.
  • Familiarity with Japanese regulatory environment impacting financial IT systems.
  • Experience working with external technology vendors and integrators.
  • Interest in promoting diversity, equity, inclusion, and wellbeing initiatives in the workplace.
