The GCIO function oversees group-wide technology, operations and our data office. Our purpose is to support Nomura’s business strategy and deliver consistent group-wide services based on common operating principles. We are aligned to our key businesses across the group and operate enterprise-wide functions for risk management, governance and controls, supply chain and infrastructure.

The Chief Controls Office (CCO) is a key function within GCIO and our purpose is aligned to the GCIO Strengthen & Protect strategic pillar. We are a global team focused on strengthening our non-financial risk management framework enabling the business to accelerate strategic delivery, whilst enhancing our ability to dynamically manage risks and evidence that we are operating in control.

The CCO function is on a multi-year global transformation journey which starts with building the right foundations, especially the right skills and capabilities within our global team.

Role description

This is a key leadership role within GCIO Chief Controls Office at Nomura. Working to the Head of CCO Frameworks and Transformation, this role will have responsibility for the design, implementation and operation of the control framework within Nomura GCIO. The role will be responsible for establishing a clear strategy for the control framework, that creates and protects value through protection against reputation or financial loss, service failure or regulatory sanction. The role will oversee all aspects of the framework – from design through to execution; including risk and control assessment, issue management, risk management policies and standards, risk and control indicators and the automation of framework components with appropriate tooling.

We are looking for someone with a good understanding of risk management frameworks in financial services, someone with proven experience operating in a regulated environment, and someone with a track record of defining solutions and executing complex change. We are looking for experience, but also creativity – someone who can apply a flexible approach to shape strategic direction within the firm.

The successful candidate will be a leader and role model within the Chief Controls Office team and will need to leverage strong leadership and influencing skills to develop and then maintain productive working relationships across Technology teams globally, 3LoD stakeholders and key Business stakeholders. Key responsibilities:

  • Lead on the design, execution and oversight of the Control Framework for Nomura GCIO.
  • Lead on strategy delivery and development for the control framework, that creates and protects value through protection against reputational or financial loss, service failure or regulatory sanction.
  • Lead design, implementation and development of all aspects of a non-financial risk management framework
  • Ensure effective tooling and processes, including QA and oversight are in place for the control framework.
  • Provide assurance to senior executives on the effectiveness of the control framework.

Qualifications, Skills & Experience Required

We need a candidate who:

  • Has an excellent understanding of control frameworks in a financial services context.
  • Has relevant risk management and control experience within Investment Banking, Audit, a consulting firm, or a related environment/ industry.
  • Combines a risk management frameworks skillset with a technical understanding relevant to the GCIO risk management agenda - such as Information Technology (IT), Information Security (IS), and/ or Data Management.
  • Takes a flexible approach to shape strategic direction, responding positively to feedback, internal and external circumstances. Promotes a culture in which the needs and perspectives of a wide range of stakeholders are at the forefront of decision making.
  • Has a proven track record of defining and executing change in a complex organization.
  • Acts as a catalyst for change and inspires confidence in stakeholders with the quality and conviction of their vision, building support and sponsorship.
  • Shapes and drives a culture that strives to continually improve business processes that impact positively on the business.
  • Understands technology – familiarity with cyber security, resilience and related domains preferred.
  • Has experience managing stakeholders across the Three Lines of Defence
  • Has strong and effective communication skills and a keen attention to details
  • Has the ability to think laterally and is comfortable with negotiating and securing buy in from key stakeholders.
