The Chief Data Office serves as Nomura's second line of defence, providing comprehensive governance and control across Data, Cloud, and AI. Operating globally across Tokyo, Hong Kong, Singapore, London, Powai, and New York, we deliver Governance & Standards, Common Data Store & Data Culture to mitigate data, cloud and AI risk. Our target outcomes are to enable efficient, data-driven regulatory compliance, reduce data risk, and improve data usability for analytics and AI.
The Data Governance Lead is responsible for designing, implementing, and continuously improving the firm’s data governance framework. Sitting within the Chief Data Office, this role will ensure that data is managed as a strategic asset and that governance practices support regulatory compliance, risk management, operational effectiveness, and business value creation.
The role will lead governance initiatives spanning data quality, data ownership, metadata management, data lineage, data controls, framework adoption, and data-related accountability across business and technology teams. The successful candidate will partner across risk, finance, operations, technology, compliance, regulatory reporting teams and business stakeholders to embed effective and sustainable data governance practices aligned with the firm’s strategic priorities and regulatory obligations. This is a high-impact leadership role requiring strong experience in banking data governance, regulatory expectations, and enterprise change delivery.

- Establish and maintain data policies, standards, guidelines, controls, and management reporting.
- Drive data ownership, stewardship, and accountability for critical data across business domains.
- Oversee data quality management, issue remediation, and data control effectiveness.
- Partner with business and technology teams to improve metadata, lineage, classification, data quality and critical data management.
- Lead governance forums, stakeholder engagement, and prioritization of data-related risks and actions.
- Support audit, regulatory, and risk review activities by providing evidence of governance execution, controls, and remediation progress.
- Provide senior leadership updates on governance maturity, key risks, and remediation progress.
- Promote a data-driven culture and improve awareness, accountability, and adoption of data management best practices.

登録資格
Requirements | | Requirements： | | ＜Mandatory＞ | - Bachelor’s degree in Finance, Business, Data, Information Systems, or a related field. Advanced degree or relevant professional certification preferred.
- Significant experience in data governance, data management, data quality, or related data control roles within banking or regulated financial services.
- Strong knowledge of BCBS 239, risk data aggregation and reporting, and regulatory reporting controls.
- Proven experience implementing data governance frameworks and operating models, including data ownership, stewardship, policy, standards, and controls.
- Experience managing data quality issues, remediation programs, and governance reporting for senior stakeholders.
- Strong understanding of data lineage, metadata, critical data elements, and control frameworks.
- Demonstrated ability to work across business and technology teams in complex, matrixed organizations.
- Excellent stakeholder management, communication, and influencing skills.
- Ability to translate regulatory and control requirements into practical governance processes.

- Familiarity with regulatory expectations related to prudential reporting, finance data, and enterprise risk reporting.
- Experience with governance tools such as Collibra, Alation, Informatica, or Microsoft Purview.
- Knowledge of data architecture, data warehousing, and reporting ecosystems.
- Experience leading teams and delivering enterprise-scale data change initiatives.
- Understanding of Agile, project delivery, and change management methodologies.
- Comfort working with SQL, data profiling tools, BI dashboards, or workflow/reporting solutions.
- Relevant certifications such as CDMP, DCAM, PMP, or similar.
