Job / Group Overview

The Chief Transformation Office (CTO) function is responsible for the delivery of change across the Nomura Group, working closely with the other Chief Corporate Officers in support of the business divisions to ensure we meet our regulatory and strategic long-term goals.

Within CTO, the Finance Change team supports the CFO / Finance function in delivering business, regulatory, and technology change initiatives. The team provides project management and delivery support across strategic transformation and regulatory programs impacting Finance, Tax, Accounting, Financial control, Regulatory Reporting, and Data.

This role will support the delivery of a BEPS Pillar 2 Tax transformation project, working in close partnership with Finance, Tax, Technology, Data, and regional / global stakeholders to ensure timely and effective implementation of regulatory requirements.

Key Responsibilities

Project Management & Delivery

  • Lead delivery of assigned workstreams within the BEPS Pillar 2 Tax project and related Finance change initiatives.
  • Define project scope, deliverables, milestones, and success criteria in collaboration with senior stakeholders.
  • Manage project delivery throughout the lifecycle, ensuring adherence to agreed timelines, budget, quality standards, and governance requirements.
  • Identify and manage dependencies, risks, and issues across workstreams and related projects.
  • Ensure projects are delivered in accordance with CTO project management governance, standards, and reporting requirements.
  • Apply both agile and waterfall methodologies where appropriate, based on project needs and stakeholder requirements.
  • Establish and maintain robust governance, reporting, and communication frameworks at programme level.

Stakeholder Management

  • Build and maintain strong relationships with stakeholders across Finance, Tax, Technology, Operations, and Control Functions.
  • Facilitate effective communication between business and technology teams to ensure clarity of scope, priorities, and deliverables.
  • Provide timely and accurate reporting on project status, issues, and risks to senior management and governance forums.
  • Escalate key issues and drive resolution in a timely and effective manner.
  • Chair working groups and project forums, preparing agendas, driving discussion, and ensuring clear outcomes and actions.
  • Support senior stakeholder engagement on BEPS Pillar 2 interpretation, business impact, and implementation approach.

Support Business Analysis & Requirements Management

  • Work with SME to analyze end-to-end Finance and Tax business processes to support effective requirements gathering, planning, and tracking the solution design.
  • Support definition of target operating model, process change, controls, data requirements, and reporting obligations.
  • Work closely with business users, business analysts, IT, and testing teams to ensure requirements are accurately captured and delivered.
  • Act as a key point of contact for issue management, ensuring items are prioritised, understood, and agreed with relevant stakeholders.

Team Leadership & Development

  • Lead and coordinate delivery resources across business, technology, BA, testing, and data teams.
  • Support planning and coordination of resources to ensure delivery commitments are met.
  • Coach and mentor team members to strengthen delivery capability and execution discipline.
  • Contribute to a collaborative and high-performing team culture across regional and global stakeholders.
  • Provide guidance to junior PMs / BAs where applicable and support knowledge transfer across the team.

Testing & Implementation

  • Coordinate business user testing, system integration testing, and issue resolution.
  • Work with technology and business teams to ensure solution design and testing outputs meet requirements.
  • Support cutover planning, go-live readiness, and post-implementation stabilization activities.

Requirements

  • Minimum 10 years of relevant experience in Project Management, Business Analysis, or Programme Management, ideally within Finance, Tax, Regulatory Reporting, Accounting, or Finance Technology.
  • Strong understanding of Finance processes, with exposure to regulatory or compliance-driven transformation initiatives,
  • Experience with BEPS Pillar 2 or related international tax regulatory requirements preferred.
  • Business-level fluency in English, both written and spoken.
  • Experience in managing complex delivery workstreams in a large financial institution or similarly regulated environment.
  • Strong stakeholder management and communication skills, with the ability to engage confidently across all levels of the organisation.
  • Experience in requirements gathering, process analysis, testing coordination, and project implementation.
  • Ability to work effectively across cross-functional teams and manage multiple priorities concurrently.
  • Good knowledge of project management methodologies, governance, and reporting disciplines.
  • Strong analytical skills with a high level of attention to detail and accuracy.
  • Proficient in Microsoft Office tools including Word, Excel, PowerPoint, and Project; familiarity with Confluence and JIRA is an advantage.
  • Experience with organisational change management and business transformation programmes.
  • Proven ability to influence, lead, and coordinate delivery across matrix-managed environments.
  • Strong educational background; professional certifications such as PMP, Agile, PRINCE2, or equivalent are advantageous.
