Your Opportunity

As a Program Manager in Stantec you will lead a team and ensure adherence to the mission and objectives of the assigned program. You will have leadership responsibility for an integrated program team composed of both client and consultant staff.

Duties of the Program Manager include client coordination, providing day-to-day guidance to multi-disciplined teams in a co-located Program Management Office (PMO) environment, typically located at a client facility. You will assist owners/clients with execution of the program, addressing strategy and delivery challenges and supporting internal client departments as may be required. You will oversee implementation of program delivery procedures and processes and confirm the program team’s performance against stated objectives.

The Program Manager oversees all services provided by an integrated team, including but not limited to: general program and project management services (scheduling, cost controls, risk management, change management, document control, interface management, engineering management etc.), preliminary design, subject matter expert technical support on projects, regulatory and permitting support, technical studies to support planning and design efforts, procurement of design and construction, construction management, operations & maintenance liaison, operations and maintenance readiness, community outreach and communications, project and program delivery strategy, funding strategy and training/knowledge transfer. The Program Manager is responsible to track and manage delivery performance (cost, schedule, quality) on each Project and the overall Program.

Your Key Responsibilities

  • Advising and assisting the client in the development, management, and execution of the program.

  • Leading and overseeing the work of a multi-disciplinary client, consultant, and sub consultant team.

  • Serving as a trusted advisor to the client and working as part of an integrated Client/Consultant Leadership Team.

  • Assisting the client with putting in place and implementing a robust governance structure to ensure adherence to a rigorous approach to project and program management.

  • Pro-actively identifying client needs and programmatic initiatives required to address potential program delivery risks and challenges.

  • Assisting the client in development of its staff through implementation of best practices, training classes and knowledge transfer.

  • Developing, negotiating, and managing consultant services authorizations for program management services.

  • Preparing or overseeing preparation of various reports for the client and the company.

  • Reviewing consultant and contractor submittals including technical and contractual documents.

  • Providing programmatic and technical support related to client governing bodies and various other departments.

Qualifications

Your Capabilities and Credentials

  • Must be able to demonstrate strong interpersonal skills and the ability to work in a team environment.

  • Must have excellent verbal and written communication skills and the ability to convey program and project delivery needs to the client and to formulate those needs into comprehensive proposals.

  • Must demonstrate organizational skills and ability to work on multiple projects and activities simultaneously.

  • The position involves work associated with critical infrastructure; therefore, a client background check is required.

  • Strong technical understanding of water and wastewater utility infrastructure, organizations and processes required.

  • Knowledgeable in relevant areas of construction and understanding of various design and construction contracting methods and processes.

  • Knowledge of local, state and federal building codes, construction principles, techniques and procedures, occupational hazards and safety precautions.

  • Experience supporting sales processes for acquisition of new program opportunities and startup of new capital infrastructure programs is desirable.

Education and Experience

  • Bachelors degree in Engineering, Environmental Science, or related field required.

  • 20 years’ experience in the management of large water/wastewater projects/programs, including 10 years' experience with the management of a team involved in the planning, design and/or construction of utility infrastructure.

  • 10 years’ overseeing programs with a large construction management element.

Preferred

  • MS in Engineering or MBA.

  • PMP / PgMP (PMI).

  • Design-Build Professional (DBIA).

  • Experience with collaborative delivery models (e.g., CMAR, CMGC, Progressive Design-Build) preferred.

Pay transparency laws require employers to provide the following information for positions that may be in the following jurisdiction(s):

Salary Range(s):

  • $204,100 - $316,400 Min/Max Pay Range for postings located in WA and DC

The final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible.

Benefits Summary: Regular full-time and part-time employees have access to medical, dental, and vision plans, a wellness program, health saving accounts, flexible spending accounts, 401(k) plan, employee stock purchase program, life and accidental death & dismemberment (AD&D) insurance, short-term/long-term disability plans, emergency travel benefits, tuition reimbursement, professional membership fee coverage and paid family leave. Regular full-time and part-time employees will receive ten paid holidays in each calendar year. In addition, employees will be eligible to accrue vacation between 10 and 20 days per year and eligible for paid sick leave (and if more generous, in accordance with state and local law).

Temporary/casual employees have access to 401(k) plans, employee stock purchase program, and paid leave, in accordance with state and local law.

  • Washington state employees are eligible to accrue 1 hour of paid sick leave for every 40 hours worked except for Seattle employees who accrue sick leave in accordance with the city’s paid sick leave law.
