Your Opportunity:
We have an exciting yet demanding role for a Senior Associate, Strategic Implementation (Senior Associate) who will act as a senior subject matter expert within the Strategic Development and Implementation group (Strategy) Working closely with the Director of Energy Advisory Services (Director), the Senior Associate will act as a senior subject matter expert while leading enterprise‑level initiatives that integrate research, policy analysis, and organizational development with cross‑sector collaboration to support Stantec’s long‑term growth and global impact.
This role demands advanced strategic and conceptual leadership capabilities, deep program development expertise, and strong technical and operational acumen, supported by a proven track record of delivering results across government, private‑sector, and international market environments.
Your Key Responsibilities:
Work alongside the Director as well as members of the MTC team to implement the strategic direction and impact of the Strategy group across markets, including:
Continuous refinement, and delivery of Strategy’s project portfolio and value propositions in accordance with changing market, economic, and policy and regulatory landscapes across North America.
Supporting proposal development and pursuit of client opportunities requiring premium-rate advisory consulting services with exceptional value delivery.
Delivery of the Strategy team’s high-value, premium client experience from initial bid through to project closeout.
Support the integration of Strategy value propositions internally across Stantec’s business units
Under the direction of the Director, Strategy, lead the execution of project work, and/or act as a senior subject matter expert in the following focus areas:- Strategic Engagement: Lead high‑level advisory engagements with multinational, global, and municipal infrastructure and utility clients, providing expert interpretation of regulatory frameworks, market rules, and technology permissibility to inform strategic decision‑making and long‑term planning.
Shape enterprise‑level strategy by synthesizing market intelligence, regulatory trends, and competitive insights into strategic options, scenarios, and growth pathways for senior leadership.
Strategic Facilitation: Guide cross‑sector stakeholders through complex feasibility assessments, policy discussions, and regulatory considerations, facilitating alignment between government bodies, utilities, and industry partners to shape program design and future‑ready infrastructure frameworks.
Strategic Implementation: Hands-on work to translate strategic direction into executable implementation plans, including governance structures, performance indicators, and change‑management approaches that ensure successful adoption across business units.
Lead the delivery of multi-discipline planning and execution services for clients across energy, infrastructure, and industrial sectors engaging with key internal and external stakeholders throughout the value-chain.
Strategic Facilitation & Innovation: Lead facilitation of cross‑sector strategy development using sandbox methodologies, collaborative design sessions, and structured engagement frameworks to guide energy, water, and industrial clients — including multinational, global, and municipal partners — through complex planning, regulatory interpretation, and market expansion pathways.
Lead the design and operationalization of innovation frameworks, including sandbox environments, pilot programs, and cross‑sector experimentation models that accelerate market readiness and de‑risk emerging technologies.
Strategic Communication Architecture: Develop and deploy internal and external communication toolkits that strengthen alignment across business lines, support stakeholder outreach, and translate policy, regulatory, and market insights into clear, actionable guidance for teams, partners, and decision‑makers.
Executive‑ and Investor‑Ready Narrative Development: Craft compelling, data‑driven narratives and strategic materials that are tailored for C‑suite executives, government leaders, and investors, ensuring that growth strategies, market opportunities, and business line expansion initiatives are presented with clarity, credibility, and strategic impact.
Provide analysis, ideation, and strategy development support to clients across energy, infrastructure, and industrial sectors including:
Business Analysis & Opportunity Assessment: Analyze market trends, regulatory frameworks, and client account dynamics to identify gaps, risks, and emerging opportunities that inform strategic decision‑making
Market Research & Jurisdictional Intelligence: Conduct targeted market research, benchmarking, and jurisdictional analysis across North American energy, water, and industrial sectors to map competitive landscapes, track policy developments, and surface high‑value business opportunities for strategic transformation
Program Development & Strategic Road‑Mapping: Develop actionable program frameworks, strategic roadmaps, and process recommendations that translate business insights and market trends into scalable business development pathways.
Contribute to the development and growth of the Strategy team members by fostering new skills development and coaching peers.
Contribute to and lead components of the execution of Strategy projects and ensuring reporting and adherence to Stantec’s Project Delivery protocols.
Act as account manager and/or account team member for assigned key accounts, leading and collaborating to account growth plans, including developing pull-through plans for other MTC and consulting services.
Work with marketing support to contribute to marketing campaigns for the Strategy and MTC business lines.
Serve as an ambassador for the group representing it at appropriate industry conferences, speaking engagements, and other external industry related events.
Your Capabilities & Credentials:
Direct experience facilitating and driving complex, multi‑stakeholder program and process initiatives, including end‑to‑end coordination of projects requiring cross‑functional alignment, regulatory navigation, and structured implementation — mirroring your leadership across government, international agencies, and private enterprises.
Advanced proficiency in policy and regulatory analysis, supported by your extensive background in benchmarking, research synthesis, and translating policy drivers into actionable strategies, growth plans, and operational frameworks for diverse sectors.
Deep understanding of organizational operations across infrastructure and service‑intensive environments, informed by your work in multi‑disciplinary consulting — with the ability to analyze business processes, identify gaps, and design scalable, change‑ready program models.
Proven experience producing regulatory/investor‑grade, executive‑level documents, policy briefs, and governance materials that withstand scrutiny from C‑Suite leaders, investors, regulatory bodies, and international partners.
Senior communications expert with adaptable interpersonal skills, able to establish trust and clarity across diverse stakeholder groups — and for crafting consistent, compelling narratives that drive alignment and decision‑making.
Collaborative leader with strong team orientation, adept at executing through mandate, influence, and relationship‑building — leveraging your ability to navigate complex networks and build purposeful partnerships across large, matrixed organizations.
Expert in external communications, helping clients articulate their message, refine their strategic positioning, and communicate complex initiatives to diverse audiences with precision and impact.
Expert in internal communications, with the ability to design and implement marketing and communications plans that support organizational change, employee engagement, and cross‑departmental alignment.
Senior program and process strategist with demonstrated ability to design, operationalize, and evaluate enterprise‑wide initiatives, including organizational change management programs, innovation frameworks, and multi‑year development strategies.
Exceptional capacity to manage multiple competing priorities in fast‑paced, global consulting environments, consistently delivering high‑value outputs, strategic clarity, and measurable results under tight timelines.
Education & Experience Requirements
Education
- Advanced degree considered an asset with a master’s degree in business strongly preferred
with advanced training in strategic management, organizational design, and innovation methodologies.
- Professional certification or equivalent experience in program evaluation, change management, or policy analysis considered an asset.
Experience & Expertise
18–20 years of progressive, international experience leading policy development, program architecture, and full‑cycle implementation across NGOs, multinational agencies, government institutions, and private‑sector enterprises.
Proven end‑to‑end strategic development capability, including policy formulation, multi‑disciplinary program design, operationalization, and enterprise‑level execution.
Exceptional conceptual and analytical capacity, with the ability to translate complex socio‑economic, regulatory, and organizational insights into actionable strategies and scalable program models.
Direct expertise in driving transformative organizational change, applying structured change‑management principles to guide adoption, alignment, and long‑term institutional integration.
Advanced proficiency in developing high‑stakes policy, strategy, and governance documents, including regulatory submissions, investor‑grade materials, executive briefing notes, and cross‑jurisdictional frameworks.
Demonstrated leadership of cross‑functional, multi‑disciplinary teams in the delivery of enterprise‑wide programs for clients requiring multi‑year, multi‑stakeholder strategic development.
Extensive international experience, with the ability to seamlessly scale engagement from C‑suite executives to operational teams across diverse cultural, regulatory, and organizational environments.
Expert facilitator skilled in senior‑level engagement techniques, including Sandbox methodologies, innovation labs, scenario‑based planning, and other experiential approaches used to surface insights, validate assumptions, and accelerate decision‑making.
Travel may be required 15 – 20% of the time to support project execution or attend industry conferences, working groups, or other industry related events.

Pay Range:
• Locations in GTA & Ottawa Ontario-$103,300.00 - $153,300.00 Annually
Pay Transparency: In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. Please note, the final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible. Actual compensation for part-time roles will be pro-rated based on the agreed number of working hours per week.
