Project Quality Manager

This opportunity is for an initial office-based and then on-site Project Quality Manager for a brownfield/live Combustion Turbine Generation Project in Holyrood, NL. This will be a term position for the current length of the project, commencing in April/May and ramping up to full-time in July. The total duration of the project is expected to last through February of 2030, with the option for extension or relocation to a future project site.

Your Key Responsibilities
Develops project Quality Management Plan to align the Stantec project team on quality expectations of Stantec as well as those specified by the client.
Ensure project quality management plans are consistent with ISO requirements.
Reviews Contractor or Supplier Quality Management Plans for adherence to Stantec and Client project quality requirements.
Monitors or organizes the monitoring of project quality requirements in areas such as engineering and design, procured materials and equipment, fabrication, and construction.
In consultation with client, develop Key Performance Indicators (KPIs) towards meeting project quality objectives, and establish process to regularly monitor and report those KPIs.
Ensures resources are in place for effective quality surveillance of suppliers and contractors, including the provision of applicable craft inspectors and arranging site or vendor inspections.
Provides guidance and direction to all quality personnel on quality requirements, focus areas, and responsibilities.
Organize and lead the project audit program or assist Client as requested, which may include developing project audit plans in consultation with Client; coordinate audit teams; lead or participate in selected audits; prepare audit reports; issue Non-conformances or Opportunities for Improvement, Oversees the development, as needed, of project-specific work practices and procedures in collaboration with other project leads.
Represent Stantec on internal or external project quality meetings and attend other project and/or client meetings to understand quality issues/concerns and proactively facilitate resolution.
Analyze trends in quality observations, deficiencies, recommend preventative actions, as needed.
Prepare and issue weekly and/or monthly quality status reports as per the project Quality Management Plan.
Lead Root Cause Analysis (RCA) activities and recommend preventative actions, as needed, in response to Non-conformances.
Organize Client Survey to assess satisfaction with Stantec project execution and meeting project quality objectives;
Review and approve all construction documentation and procedures to the required specifications, contract documents and regulatory codes. This includes, but not limited to, WPS, ITPs specific to the project with enough detail to ensure compliance to all the above, work procedures and process established at the site level to ensure compliance;
Attend routine project meetings to understand emerging issues and proactively resolve them;
Review all controlling documents (i.e. Owner’s specifications, CSA, ASME, Federal and Jurisdictional codes and regulations) and ensure the site activities conform;
Facilitating client quality audits;
Resolve non-conformances or client complaints including completing root cause analysis and ensuring the successful implementation of corrective action;
Provide quality updates for the project progress reports;
Continually monitor the fabrication, erection, assembly and testing of mechanical components and their proper documentation;
Audit the completed Quality Control package for each system;
Complete and submit reports on site work and on inspected activities;
Keep records of construction activities and keep the Construction Manager informed of the same;
Coordinate and manage the on-site walkdowns necessary to identify deficiencies in Systems with client and client operations;
Enforce the specified quality control procedures for Construction Contractor handled and stored material.
Your Capabilities and Credentials
Excellent organizational, strategic, planning and implementing skills.
Strong presentation, written, and verbal communication skills with the ability to clearly convey information to a variety of audiences;
Ability to solve complex problems using sound professional judgment, creativity and innovation;
Able to work under pressure and meet tight deadlines;
Advanced skills in use of Microsoft (MS) Office Suite.
Education and Experience
Bachelor's Degree in Architecture, Engineering, Construction Management or equivalent degree.
Minimum of 10 years of related quality management and audit experience; or an equivalent combination of education and experience.
PMP certification is preferred.
Ability to work as part of a team;
Ability to work under pressure;
Proficiency with AutoCAD software (asset);
Valid driver’s license;
ASP Construction card;
First Aid training (asset);
Position will work in a field setting, visiting construction sites and working in outside weather conditions.
Typical office environment working with computers. Field work may include exposure to the elements including inclement weather.

Pay Transparency: In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. Please note, the final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible. Actual compensation for part-time roles will be pro-rated based on the agreed number of working hours per week.
