Our established Community Development team is seeking an experienced Public Works Team Leader/Senior Civil Engineer to lead road and site improvement projects for a range of municipal and public agency clients. In this role, you will help build and guide a team of professionals responsible for delivering preliminary engineering, technical studies, final design and construction drawings, construction support, and project close‑out services for public works roadway and highway corridors and site development projects.

Your Opportunity
The ideal candidate will bring a strong technical background in public works, proven experience leading teams of engineers and managing multi-disciplined teams, and solid financial and commercial acumen. This role will also collaborate with and support projects from other Stantec disciplines within the local area, as well as contribute to a team delivering projects across the western United States.
As a team lead, you must have strong interpersonal skills to foster a positive team environment, work collaboratively and support a culture of safety. Your skills sets will be relied upon to execute a variety of tasks, which may include proposal writing, identifying and assigning team resources, business planning and account management.
As a Public Works Team Leader/Senior Civil Engineer, you will be responsible for preparing work plans; managing multi-disciplinary tasks, including project scope, schedule and budgets; providing technical leadership for public works designs, overseeing quality management, and independent design review; mentoring junior staff, and preparing construction documents. You will work directly with clients and stakeholders to effectively manage project teams and deliverables, with a strong emphasis on quality, communication, and collaboration.
Your Key Responsibilities
The Public Works Team Leader/Senior Civil Engineer will have a degree of autonomy and will be entrusted with overseeing complex engineering and environmental design projects. This includes working with the clients and coordinating team resources to prepare project deliverables, such as environmental clearance documents, technical and engineering studies, design drawings, cost estimates, construction specifications, and engineering reports and documentation needed for regulatory agency approvals and clearances.
Technical
Lead a team of highly skilled Engineers, Engineers-in-Training, Technologists, Designers, and Interns to successfully execute projects of varying sizes and complexity
Oversee the development and management of the project scope, budget, staffing, and schedule.
Serve as the technical lead for the Public Works team, responsible for managing the preparation of all project documents required by the public agency.
Prepare and revise documentation for projects from feasibility analysis to construction close out.
Participate in constructability reviews.
Prepare construction quantity estimates and basic opinions of cost.
Participate in coordination meetings with internal team members and/or external consultants, owner and contractor, subcontractors, and vendors.
Responsible for ensuring quality plans/reviews under undertaken and when appropriate, sealing of projects as Engineer of Record, for projects they directly supervise.
Coordinate with clients and Regulatory Agencies, for reviews and approvals.
Coordinate with design teams, subconsultants and other project partners to ensure on time delivery, technical quality and within budget.
Consult and network with key clients and contribute to client account planning as required.
Assist in strategic planning, identifying specific opportunities, and teaming partners, executing a pursuit management process, and ultimately winning key pursuits through hands-on involvement on key opportunities.
Lead the technical writing and negotiating of proposals with clients or reviewing agencies.

Grow the Public Works team within the US West Region in alignment with the Regional Strategic Development strategy.

Recommend and participate in the hiring process and decision making of new team members, with the support of Human Resources.

Your Capabilities and Credentials
Minimum of 10 years of progressive and collective experience, including project management, project and construction engineering including Community Development experience
Strong problem-solving skills, and aptitude for leadership, managing people and delivery of infrastructure projects.
Comprehensive technical understanding of various phases of infrastructure projects, including conventional and alternative delivery methods.
Thorough understanding of project scoping, identification of deliverables, tasks, scheduling, resources and levels of effort, and project budgeting.
Ability to effectively communicate ideas to others.
Experience with technical guidelines, codes and construction standards of key public authorities
Experience with public works projects in location area markets.
Strong knowledge of civil systems means and methods, materials, and industry standards.
Ability to effectively discuss project issues with clients and stakeholders.
Excellent time-management skills and ability to work independently.
Ability to participate and collaborate in project team setting and to engage in creative and critical thought.
Strong oral and written communication skills.
Exceptional leadership, communication, and team-building skills
Ability to check the work of others for accuracy and completeness and manage time to meet project budget and schedule
Strong understanding of the functionality of relevant design software, including AutoCAD, Civil3D and Auto-Turn, etc.
Proficient in Microsoft (MS) Office Suite.
Must have a valid driver’s license and good driving record.
Education and Experience
Bachelor’s degree or equivalent in Engineering.
Licensed Professional Engineer in California.
Minimum 10 years of experience.
Typical office environment working with computers and remaining sedentary for long periods of time. Field work may include exposure to the elements including inclement weather.
