Job Description:
The VP, TDS U.S. ORM Governance, Framework & Policy is responsible for establishing, maintaining, and enhancing the governance foundations that support operational risk management across TD Securities U.S. This is achieved through ownership of ORM frameworks, policies, procedures, standards, governance documentation, training and awareness activities, and regulatory implementation initiatives that promote a sustainable, regulator-ready operational risk management program.
Department Overview
TDS U.S. Operational Risk Management (ORM) provides independent oversight and challenge of operational and non-financial risks across TD Securities U.S. As part of the second line of defense, the team supports the effective implementation of TD's Enterprise Risk Framework and associated risk management programs while promoting strong governance, risk transparency, and regulatory compliance.
The team works closely with business, risk, compliance, audit, and corporate function partners across TD Securities, CUSO, TDGUS, and Enterprise Risk Management to support the ongoing enhancement of risk management capabilities, governance frameworks, and regulatory readiness.
Job Description
The VP, TDS U.S. ORM Governance, Framework & Policy plays a key role in supporting the governance, documentation, implementation, and continuous enhancement of operational risk management practices across TD Securities U.S., reporting to the Head of TDS U.S. Operational Risk Management.
The position serves as a senior operational risk management specialist responsible for ORM governance, framework management, policy development, procedures, standards, methodology, governance documentation, training and awareness, and regulatory change implementation activities. The role helps ensure TDS U.S. maintains a consistent, well-documented, and sustainable operational risk management program aligned to enterprise standards and U.S. regulatory expectations.
The successful candidate will work closely with operational risk, compliance, legal, audit, enterprise risk, specialist risk functions, and business stakeholders to develop governance solutions, maintain ORM documentation, support regulatory initiatives, and enhance the overall maturity of the TDS U.S. ORM program.
This position will appeal to an individual who enjoys building risk management infrastructure, translating regulatory requirements into practical governance solutions, and serving as a trusted subject matter expert on operational risk governance matters.
Specific Responsibilities
ORM Governance & Framework Management
Support the maintenance and enhancement of the TDS U.S. Operational Risk Management Framework.
Assess alignment between enterprise standards, regulatory expectations, and TDS U.S. governance requirements.
Lead governance assessments, framework reviews, and operational risk management maturity evaluations.
Recommend enhancements to governance processes, risk management methodologies, and operational risk practices.
Maintain framework documentation and supporting governance artifacts.
Policies, Procedures & Standards
Lead development and maintenance of ORM policies, procedures, standards, guidance documentation, and governance addenda.
Coordinate periodic review and approval processes for governance documentation.
Maintain documentation inventories and traceability to regulatory and enterprise requirements.
Draft methodologies, governance memoranda, implementation guidance, and supporting documentation.
Promote consistency and sustainability across operational risk governance materials.
Regulatory Change Implementation
Assess emerging regulatory developments and determine impacts to ORM programs, governance requirements, and risk management practices.
Support implementation of regulatory commitments and regulatory-driven enhancement initiatives impacting TDS U.S.
Translate regulatory expectations into sustainable governance, policy, procedural, training, and framework enhancements.
Partner with stakeholders to support implementation activities and ongoing regulatory readiness.
Support regulatory examinations, remediation initiatives, and governance reviews as required.
Training, Awareness & Program Sustainability
Develop and maintain ORM training, awareness, and communication materials to promote understanding of risk management requirements and governance expectations.
Partner with stakeholders across TD Securities U.S. to support adoption of ORM policies, procedures, standards, and regulatory-driven enhancements.
Support implementation and ongoing enhancement of operational and non-financial risk management programs.
Establish governance routines and monitoring processes to support sustainable implementation of ORM requirements.
Promote continuous improvement and maturity of the TDS U.S. Operational Risk Management program.
Risk Governance & Assessments
Lead or support regional risk assessments and governance reviews across TDS U.S.
Support development of governance assessments, committee materials, and management reporting.
Prepare gap assessments, challenge documentation, implementation reviews, and governance analyses.
Support Business Impact Analysis (BIA) governance, methodology, and oversight activities.
Coordinate governance routines associated with ORM committees, working groups, and risk management programs.
Stakeholder Engagement
Partner with stakeholders across Risk, Compliance, Legal, Audit, Enterprise Risk Management, and business functions.
Provide guidance on ORM policies, governance expectations, methodologies, and framework requirements.
Support implementation of enterprise and regulatory risk management requirements across TDS U.S.
Monitor industry developments and emerging practices impacting operational risk management and governance.
Education & Experience:
Undergraduate degree in Business, Finance, Risk Management, or related discipline.
Graduate degree (MBA, Master's, JD, or equivalent advanced degree) preferred.
10+ years of experience in Operational Risk Management, Enterprise Risk Management, Governance, Regulatory Change, Internal Audit, Risk Consulting, or related discipline.
Experience within a GSIB, broker-dealer, investment bank, or other large complex financial institution with significant U.S. wholesale banking and/or capital markets operations.
Consulting experience strongly preferred.
Demonstrated experience developing governance frameworks, policies, procedures, standards, methodologies, and risk management documentation.
Experience supporting regulatory examinations, remediation initiatives, and governance enhancement programs.
Strong analytical, technical writing, communication, presentation, and stakeholder management skills.
Experience supporting Federal Reserve, OCC, SEC, FINRA, or other regulatory initiatives.
Experience delivering training, governance awareness, change management, or risk program implementation activities preferred.

The VP Risk TDS responsibility is to bring transparency to the market risks in TDS. This is achieved via taking a leadership role in the accurate, objective assessment of all key market risks in all trading portfolios in TDS through the identification, understanding and control of these risks.
Depth & Scope:
Serves as a point-person and provides oversight in regards to market risk control for trading desks in the Region
Assists in the identification of all key market risks and determine appropriate risk metrics to assess these risks
Maintains thorough understanding of all key risk and risk-related issues through continual review of risk reports/related data and dialogue with relevant parties
Establishes dialogue with TDS trading desks in regards to current positions, key risks, views and strategies
Assists in the establishment of formal market risk policies and procedures and ensure ongoing suitability to business evolution
Assists with local market risk regulatory issues
Develops a thorough understanding of business strategies and key factors contributing to profitability
Be involved in P&L attribution and periodic performance analysis with commentary linking the desks performance to specific trading strategies, positions, market conditions and underlying risks
Facilitates the design of appropriate stress tests and scenarios that will highlight key market risks, in specific business lines and in the firm as a whole, under stress situations and provide ongoing commentary on stress results
Provides periodic analysis and commentary of key market risks for senior management review
Keeps abreast of new risk management techniques and industry literature
Demonstrates governance, control and risk management behaviors in alignment with TD policies and practices
Ensures that execution of the Market Risk Control function is line with documented procedures specific to this role or business
Education & Experience:
4 year degree in quantitative or financial field or equivalent experience
7 - 10 years related analytical experience
Must be detail oriented and possess problem-solving skills
Must be able to work independently with minimal supervision and establish priorities
Proficient in interpersonal communication (both oral and written), and have the ability to communicate effectively with all levels of staff and management
