Position Description: Manage FEC procurement strategy, teams, and overall sourcing, negotiation, and acquisition of equipment and related materials essential for construction projects and shop operations. Oversee that purchases align with project timelines, budget constraints, and quality standards, while maintaining strong relationships with projects, suppliers and vendors.
Essential Duties & Key Responsibilities:
- Develop and implement FEC procurement strategies for construction equipment and related services for construction projects of various sizes and complexity, and shop operations.
- Evaluate supplier capacity and negotiate contracts to secure optimal pricing, delivery, and service terms.
- Collaborate with FEC OERP Program, Fleet, and Operations teams to monitor market trends and emerging technologies to recommend cost-effective and innovative equipment solutions.
- Maintain compliance with company policies, safety standards, and regulatory requirements.
- Oversee and maintain accurate records of purchases, inventory levels, and supplier agreements.
- Lead efforts to improve procurement processes and reduce costs without compromising quality or safety.
- Manage Procurement department processes, practices, policies, and staff across FEC enterprise.
- Develop and implement bidding strategy and proposals in partnership with FEC Preconstruction and Operations.
- Maintain awareness of project standards and support use of Underrepresented Business Enterprises (UBEs).
- Promote effective communication, collaboration, and alignment of FEC preconstruction and procurement teams.
- Contribute to FEC Business Development presentations and proposals.
- Collaborate with FEC Fleet team to forecast equipment needs and manage procurement spend. Manage team to develop general and special conditions, safety requirements, and scope requisitions for each project to ensure that scope, schedule, UBEs (or other hiring requirements), and insurance and bonding requirements are clearly defined for bidders.
- Oversee contracts to ensure incorporation of FEC standards for Procurement policies and practices, (e.g., Quality Control, Safety, Business Ethics) and confirm collection of executed Business Partner Code of Conduct (BPCC) forms.
- Develop comprehensive understanding of Owner contracts to ensure compliance with relevant requirements.
- Collaborate with FEC and project teams to manage expectations for procurement and project schedules.
- Collaborate with key FEC teams on bid, scope review meetings, negotiations, and award processes for subcontractors and vendors, ensuring compliance with project-specific requirements and budget.
- As needed: evaluate available subcontractors to determine optimal selection for project, manage subcontractor list, prequalification processes, Subcontractor Approval Requests (SARs) process, conduct subcontractor evaluations at project completion, and provide communication about subcontractor's performance to FEC Operations team.
- Collaborate with FEC Operations to manage subcontractor failures, claims, liens, surety issues, and related matters.
- Oversee insurance and bonds compliance for contracts (e.g., subcontractors, suppliers).
- Foster teamwork, open communication, and collaboration across team, manage Procurement team and deliver timely performance feedback, and contribute to performance appraisals during annual performance cycle utilizing talent management systems. Provide professional development opportunities and engage in coaching and mentoring relationships to instill deep knowledge and capabilities in Procurement.

Qualifications:
- Bachelor’s Degree from accredited degree program with minimum of 4 years of related experience, or equivalent combination of education, training, and experience
- Experience in construction industry and knowledge of related construction equipment and operations
- Extensive Procurement experience, well versed in procurement policies, procedures, and practices
- Adept at risk analysis scenarios related to contract awards
- Ability to read, understand, and interpret contract documents, drawings, specifications, scopes of work and project schedule
- Advanced knowledge of accounting processes and practices
- Thorough understanding of contractual language, indemnity, insurance, and company policies
- Professional verbal and communication skills, proficient skills to communicate and inform others of decisions
- Seasoned negotiator and able to influence outcomes
- Analytical thinking, good judgment, and problem-solving skills
- Demonstrate leadership from within, teamwork, and build professional relationships
- Experience overseeing and managing employees, able to coach and provide feedback
- Able to work in unstructured environment with multiple project teams, direct work of others and set priorities and responsibilities
- Proficient computer skills, database application skills, Microsoft Office suite of applications, collaboration tools, and familiar with SAP
- Limited travel
