The Opportunity

Ulteig is seeking an experienced, collaborative, and strategic Associate Director - Win Strategy to lead capture and pursuit strategy for our most complex and competitive transportation projects nationwide. This role sits on the Surface Transportation senior leadership team and plays a critical part in shaping how Ulteig positions, pursues, and wins high-value transportation work across the country.

As a leader within the Surface Transportation Department and Transportation Market Team, this position owns win strategy for major roadway and bridge programs, alternative delivery pursuits, digital delivery and design technology initiatives, and construction quality management efforts. The role partners closely with Market Leaders, Client Team Leaders, and executive sponsors to drive early client engagement, disciplined capture planning, and clear competitive positioning in highly contested markets.

Travel is expected at approximately 20–30 percent and is aligned to pursuit and client engagement priorities, with flexibility to determine the schedule that best supports the role’s objectives.

What You’ll Do

  • Lead capture and win strategy for Ulteig’s most complex and competitive transportation pursuits nationwide, including roadway, bridge, alternative delivery, digital delivery, and construction quality programs.
  • Own capture planning for priority pursuits, developing and executing capture plans that position Ulteig to win best-value work and directly support targeted win rate, pursuit volume, and annual revenue goals.
  • Serve as a strategic advisor and thought partner to the Transportation Market Director, Market Leaders, Client Team Leaders, and executive leadership, influencing pursuit decisions, growth priorities, and client engagement strategies.
  • Drive early, purposeful client engagement with DOTs, municipalities, and public owners to shape opportunities, strengthen positioning, and improve win probability before procurement.
  • Facilitate win strategy, positioning, and pursuit readiness sessions, including go/no-go reviews, competitive assessments, and win theme development.
  • Lead alternative delivery capture strategy and coach teams through shortlisting, interviews, and presentations for design-build, CM/GC, and progressive design-build pursuits.
  • Build and sustain organizational capture capability by developing, governing, and annually updating SOPs, playbooks, tools, and templates to ensure consistent, high-quality pursuit execution across transportation markets.
  • Design and deliver training and mentoring to strengthen capture, client engagement, and pursuit leadership skills across the organization.
  • Partner with technical, proposals, marketing, and communications teams to ensure alignment and consistency in pursuit and external marketing messaging and execution.
  • Track and report capture performance and outcomes, ensuring pursuits, results, and lessons learned are documented in CRM and reporting tools to support visibility and continuous improvement.
  • Support post-award transitions and feedback loops to ensure capture commitments align with delivery and client expectations.
  • Maintain a visible industry presence through networking, conferences, and speaking engagements to strengthen relationships and elevate Ulteig’s reputation in strategic pursuits and alternative delivery in the transportation sector.
  • Support client experience excellence by aligning capture commitments with delivery expectations and contributing to strong Net Promoter Scores, Client Experience Index results, and overall project health outcomes.

Accountability for Results

  • Achieve or exceed targeted win rate goals on strategic transportation pursuits through disciplined capture, positioning, and differentiation.
  • Lead or support a defined annual volume of major pursuits aligned with market priorities and growth objectives.
  • Contribute directly to securing annual new business revenue targets through successful capture and pursuit execution.

What We Expect from You

  • Bachelor’s degree in a field directly or tangentially related to the job required.
  • A minimum of 10 years of experience in business development and/or progressive project management experience at a consulting or professional services firm in the A/E/C industry, preferably in the transportation/civil engineering market, is required. 15 years preferred.
  • Direct experience with alternative delivery models (P3, CMGC, progressive design-build, etc.) preferred.
  • Experience in transportation planning, engineering, design, consulting, construction, and/or project management techniques and philosophies required, with direct expertise in one or more of our core capabilities (roadway planning and design; bridge engineering and inspection; construction management; alternative delivery) preferred.
  • Demonstrated, deep understanding of the U.S. transportation infrastructure market required, including market dynamics, policy, competitive landscape and more. Direct existing relationships with industry clientele preferred.
  • Demonstrated success leading capture and win strategy for complex, competitive public-sector transportation pursuits.
  • Demonstrated experience in creating and building a pipeline of opportunities and closing high-value business.
  • Customer Relationship Management software experience with D365 CRM, Salesforce, and Power BI preferred.
  • Independent judgment and initiative are required.
  • Must be willing and able to travel up to 30% of the time to locations within the U.S. and Canada.
  • Demonstrates openness to innovation by embracing and applying evolving technology and AI tools to enhance workflows, solve problems, and drive continuous improvement.
  • Must have authorization to work permanently in the U.S.

    Additional Opportunity Details:
    Target Base Compensation Range for this role is $155,500 - $210,300

    *This role is also eligible for our incentive compensation based on sales performance.
