The Workforce Development Manager is responsible for provider support and oversight as it relates to workforce development, staff training, and retention of the Direct Support Professional (DSP) workforce. Serves as an integral team member of the statewide collaborative Workforce Development initiative. Provides Workforce Development consulting support and technical assistance to provider organizations. Supports the implementation of provider incentives and/ or recognition for expansion of services and for implementation of innovative WFD strategies, improving quality and maintaining a sufficient workforce.

Primary Responsibilities:

  • Partners with consultative and technical assistance team members to develop and execute Workforce Development Plans
  • Assist providers with workforce development activities; routinely monitors and evaluates provider progress on workforce development activities and identifies opportunities for improvement; collects workforce data; serves as the main point of contact for providers, handling day to day activities and follow-up with providers
  • Conducts seminars to support the understanding of Workforce Development strategies, initiatives, and collaborations
  • Develops and educates on network recruitment and retention strategies to ensure the retention and maintenance of high quality contracted Direct Support Professionals
  • Identifies, researches, and analyzes economic and professional provider practice patterns to develop recommendations for improvements
  • Consults with, educates, and trains providers on innovative alternative reimbursement programs
  • Collect and analyze data and information to regularly monitor and assess workforce capacity and capabilities
  • Develop and implement interventions to improve workforce capacity and capabilities to meet member needs
  • Develop and implement immediate, short term, and long-term strategies for solve workforce shortages
  • Provider technical assistance to Participating Providers to strengthen their workforce development programs
  • Develop and Offer training and resources for Participating Providers to assist paid and unpaid caregivers with managing stress and burnout
  • Collaborate with the State, other KanCare MCOs, and Providers to coordinate, plan, and implement workforce development initiatives
  • Develop and submit an annual workforce development
  • Present the workforce development plan and provide at least monthly progress reports on workforce development activities as requested by the State, including at stakeholder meetings

Required Qualifications:

  • 3+ years of provider/community relations
  • 3+ years of provider training/education experience
  • 2+ years of Kansas Medicaid specific experience
  • Proven advanced communication skills
  • Reside in Kansas
  • Ability to travel up to 50% of the time to worksite and other locations as necessary

Preferred Qualifications:

  • Proven working knowledge of Home and Community Base Service (HCBS), Home Health, and Nursing Home Services
  • Managed care experience
  • Proven solid written and oral communication skills, problem solving skills, attention to detail and ability to be well organized
