The Manager of Public Policy and Regulatory Affairs will be directly involved in the development of public policies which impact the ability of OWCA to provide services to injured workers in all 50 states and at the Federal level. The position will be responsible for handling the tracking of legislation and regulation impacting workers’ compensation and auto no-fault in all jurisdictions. Upon adoption and passage of a public policy, the position will analyze the policy, determine the impact to OWCA and our clients and disseminate communications to the business and clients regarding the impact to our processes so the Executive Leadership Team can properly deploy resurces. The position will also be required to work with various LOBs to ascertain the impact – revenue, operations, client relations – of public policy that is “in-flight” and communicate this internally and externally. The position will be required to provide updates, webinars and educational events for executive leadership on policy impact and provide similar outreach to our clients.
This role will also be the lead liaison to public policy makers in the jurisdictions they handle as well as the lead liaison with the various trade associations OWCA belongs to and responsible for communicating with policy makers and trade associations, developing new relationships with policy makers and trade associations as well as maintain existing relationships. This individual will also be tasked with undertaking regulatory and legal research to assist our “go-to-market” team in maintaining existing clients and assist in bringing on new clients. This individual will collaborate with others in the department, the Legal department and individuals who are part of national trade groups and policy coalitions for analysis purposes. This analyst will report on current initiatives and regulations and the overall impact on the company and will directly assist the OWCA compliance team as a subject matter expert during compliance implementation.

Primary Responsibilities:
- Proactively research, monitor and report on proposed workers’ compensation, auto no-fault and health care legislative and regulatory changes
- Maintain team’s legislative and regulatory tracking database for all jurisdictions
- Take the lead for the department in advocacy and monitoring efforts for 20+ jurisdictions
- Review existing laws and regulations for internal compliance purposes and related research as needed
- Serve as subject matter expert and external regulatory communication support in internal compliance projects/initiatives coordinated by the OWCA compliance implementation team
- Present legislative/regulatory updates in meetings with clients (stewardships, regular client-specific calls) and meetings with internal business heads and executive leadership
- Represent company in regulatory advocacy efforts – including crafting and submitting written comments to regulatory agencies, providing verbal testimony in rule hearings, and participating in various regulatory agency stakeholder committees/groups
- Generate new ideas for, create and contribute to external documents and materials (client and industry facing) positioning the Public Policy & Regulatory Affairs department as a thought leader in the industry
- Participate in relevant industry regulatory organizations and trade associations (AAPAN, IAIABC, SAWCA, etc.), including committee membership and leadership roles
- Assist OptumRx Regulatory Affairs with various advocacy efforts and projects as requested
- Assist with training of other department staff as needed
- Support Vice President of department as needed, including filling in for certain meetings/calls

Required Qualifications:
- 2+ years of working in a position of handling and analyzing public policy such as state/federal legislation and regulation
- 2+ years of previous or ongoing experience in handling and analyzing insurance policy/law as well as policy/law covering workers’ compensation and auto no-fault state/federal legislation and regulation
- 2+ years of experience utilizing and creating documentation and presentations with Excel and Power Point
Preferred Qualifications:
- Background in healthcare
- Proven solid to outstanding verbal and oral communication and presentation skills
- Proven skills working in a team environment, working with clients of a business and internal business leadership to problem-solve

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you’ll find a far-reaching choice of benefits and incentives. The salary for this role will range from $89,900 to $160,600 annually based on full-time employment. We comply with all minimum wage laws as applicable.
